ORDINANCE NO. 4 <br />( AN ORDINANCE OF THE CITY OF MOORPARK, CALIFORNIA, <br />REQUIRING REVIEW AND APPROVAL OF RESIDENTIAL <br />PLANNED DEVELOPMENTS APPROVED BY THE COUNTY PRIOR <br />TO JULY 2, 1983; DECLARING THE ORDINANCE TO BE AN <br />URGENCY ORDINANCE; AND SETTING APUBLIC HEARING FOR <br />AUGUST 3, 1983. <br />THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, <br />DOES ORDAIN AS FOLLOWS: <br />SECTION 1. Notwithstanding any other provision of the <br />Ventura County ordinances adopted by Ordinance No. 1, no building <br />permit shall hereafter be issued for any Residential Planned <br />Development approved by the County of Ventura prior to July 2, 1983 <br />unless said Residential Planned Development has been considered by <br />the City Council at a public hearing upon ten (10) days posted notice <br />and approved, or modified and approved, by the City Council by <br />resolution. Notice of the public hearing shall be posted for ten <br />days in three public places. No other notice shall be required. <br />SECTION 2. This ordinance shall be operative for a period <br />of forty -five (45) days, unless extended in the manner provided by law. <br />SECTION 3. This ordinance, being an urgency ordinance, shall <br />become effective upon adoption. The reasons for the urgency are that <br />the County of Ventura has approved a large number of Residential <br />Planned Developments which have not been reviewed or approved by the <br />City of Moorpark. The Council wishes to be assured that the conditions <br />imposed by the County will properly serve 11:he needs of the people of <br />the City of Moorpark. <br />SECTION 4. A public hearing on the extension of this <br />ordinance beyond the forty -five (45) days shall be held on August 3, <br />1983, at 7:00 p.m., by the City Council in the Council Chambers, <br />located at 799 Moorpark Avenue, Moorpark,California 93021. <br />SECTION 5. The City Clerk is directed to give notice of the <br />public hearing referred to in Section 4 of this ordinance, in the <br />time, form and manner as required by law. <br />SECTION 6. The Community Development Director is directed <br />to undertake a study of the Residential Planned Developments approved <br />by the County of Ventura prior to July 2, 1983, and report to the <br />City Council as to his recommendations on the solution to the problems <br />of the Residential Planned Developments. <br />SECTION 7. The Community Development Director is directed to <br />undertake the studies and reports required as a condition of this <br />ordinance and submit them to the City Council for consideration and <br />appropriate action. <br />-1- <br />
