ORDINANCE NO. 5 <br />AN ORDINANCE OF THE CITY OF MOORPARK, <br />CALIFORNIA, EXTENDING THE PERIOD FOR <br />REVIEW AND APPROVAL OF RESIDENTIAL <br />PLANNED DEVELOPMENTS APPROVED BY THE <br />COUNTY OF VENTURA PRIOR TO JULY 2, 1983. <br />WHEREAS, the City of Moorpark adopted Ordinance <br />No. 4, an urgency ordinance, on July 6, 1983, which requires <br />that no building permit be issued for any Residential <br />Planned Development approved by the County of Ventura prior <br />to July 2, 1983, unless said Residential Planned Development <br />has been considered by the City Council at a public hearing <br />upon ten (10) days posted notice, and has been approved and <br />ratified, or approved, ratified and modified by City Council <br />resolution; and, <br />WHEREAS, said urgency ordinance was adopted <br />because there was a current and immediate danger to the <br />public health, safety and welfare of the people of Moorpark <br />if Residential Planned Developments approved by the County <br />are issued building permits without the City Council of the <br />City of Moorpark reviewing, and ratifying and approving, or <br />ratifying, approving and modifying said Residential Planned <br />Developments to ensure that said Residential Planned <br />Developments are consistent with and serve the needs of the <br />public health, safety and welfare of the people of Moorpark; <br />and, <br />WHEREAS, there are fifteen (15) Residential <br />Planned Developments approved by Ventura County that have <br />not been issued building permits; and, <br />WHEREAS, the City Council has considered ten (10) <br />of said Residential Planned Developments, and has ratified <br />and approved, or ratified, approved and modified two (2) of <br />said Residential Planned Developments, and have directed <br />the preparation of resolutions ratifying and approving, or <br />ratifying, approving and modifying three (3) of said <br />Residential Planned Developments; and, <br />WHEREAS, it is necessary to extend the term <br />of Ordinance No. 4 so that the City Council can consider, <br />and determine whether or not to approve and ratify, or <br />approve, ratify and modify each of said Residential Planned <br />Developments to ensure that each development is consistent <br />with, and serves the needs of the public health, safety and <br />welfare of the people of Moorpark. <br />
