ORDINANCE NO. 12 <br />AN ORDINANCE OF THE CITY OF MOORPARK, <br />CALIFORNIA, ADDING CHAPTER 17 TO TITLE <br />3 OF THE MUNICIPAL CODE OF THE CITY OF <br />MOORPARK, RELATING TO PAYMENT OF CITY <br />MONIES. <br />THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, <br />DOES ORDAIN AS FOLLOWS: <br />SECTION 1. That Chapter 17 is hereby added to Title <br />3 of the Municipal Code of the City of Moorpark, California, <br />to read as follows: <br />CHAPTER 17 <br />PAYMENT (F CITY MONIES <br />SECTION 3.17.010 <br />No demand against the City shall be satisfied <br />or countersigned by the City Treasurer until all of <br />the following have occurred: (1) The demand has been <br />first authorized by either the City Manager, the Mayor <br />or Mayor Pro Tem, (2) audited and approved for the <br />availability of funds by the City Clerk, (3) funds have <br />been a propriated for the expenditure by the City Council, <br />and (4� the demand has been approved by either the City <br />Council, City Manager, Mayor or Mayor Pro Tem. <br />SECTION 3.17.020 <br />The City Manager, Mayor or Mayor Pro Tem may <br />approve any demand for which the City Council has pre- <br />viously approved the appropriation of funds for such <br />purpose. However, the officer approving the demand must <br />not be the same officer that initially authorized the <br />demand. <br />SECTION 3.17.030 <br />Any person aggrieved by the refusal of the respon- <br />sible officer to authorize or approve a demand may appeal <br />such decision to the City Council. The Council may <br />approve the demand if sufficent funds are available and <br />appropriated therefor. <br />SECTION 3.17.040 <br />Whenever a demand is approved as hereinabove pro- <br />vided the City Manager, or in his absence the Mayor or <br />Mayor Pro Tem shall draw and sign a warrant. A warrant <br />not paid.for lack of funds shall be paid in the order <br />of registration when funds are available therefor. <br />
