ORDINANCE NO. 17 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY <br />OF MOORPARK, CALIFORNIA FINDING THAT A MAJORITY <br />OF THE QUALIFIED ELECTORS OF THE CITY OF MOORPARK <br />HAVE AUTHORIZED THE AREA HOUSING AUTHORITY OF THE <br />COUNTY OF VENTURA TO DEVELOP GOVERNMENT- ASSISTED <br />HOUSING FOR LOW INCOME PERSONS IN THE CITY OF <br />MOORPARK. <br />THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, <br />DOES ORDAIN AS FOLLOWS: <br />SECTION 1. The City Council finds that on June 8, <br />1982 an Election was held in the unincorporated area of the <br />County of Ventura in which the voters of the area now encom- <br />passing the City of Moorpark voted 814 in favor and 708 <br />opposed to the following measure: <br />"Shall the Area Housing Authority of the County <br />of Ventura be permitted to develop, construct or <br />acquire, utilizing any federal or state or local <br />financial assistance, housing units for low <br />income persons, including the elderly, handicapped <br />or disabled, within the unincorporated area, not <br />to exceed in number 3% of the dwelling units within <br />the unincorporated area ?" <br />SECTION 2. The City Council determines that the <br />people of the City of Moorpark voting upon the above measure <br />have permitted the Area Housing Authority of the County of <br />Ventura to develop, contract or acquire,utilizinq any federal <br />or state or local financial assistance, housing units for <br />low income persons, including the elderly, handicapped or <br />disabled, within the City of Moorpark, not to exceed in <br />number 2% of the dwelling units within the City of Moorpark. <br />SECTION 3. This ordinance is intended to be an <br />approval within the meaning of California Health and Safety <br />Code Section 36005, but in no event shall it be construed to <br />be any other type of zoning, planning, building or land use <br />approval. <br />SECTION 4. The City Clerk shall, within 15 days <br />after the passage of this ordinance, cause it to be posted in <br />at least the three public places designated by resolution of <br />the City Council; shall certify to the adoption and posting <br />
