Lindley, Director of Community Services DATE: January 26, 1998 (City Council Meeting of February 4, 1998) SUBJECT: Consider Resolution No. 98 -_, Amending the FY 1997/98 Budget by Transferring Funds from the Senior Center Trust Fund (500) to the General Fund (100) for Expenditures Related to Senior Center Programs Discussion The City Council is being asked to adopt Resolution No. 98 -_ which amends the FY 1997/98 Budget by transferring $1,510 from the Senior Center Trust Fund Balance (500) to the General Fund (100) - Senior Center Division Budget. It is proposed that the funds be used to cover expenses associated with: 1) the Senior Games; 2) a fundraising activity; 3) and part-time staff costs. The Senior Center Trust Fund was established to manage funds raised by the Moorpark Senior Center, until the funds are appropriated, for the purpose of funding senior programs. When an appropriate use for the funds is identified, the Council is asked to formally transfer funds from the Trust to an expenditure account. The funds maintained in the Trust are raised by the seniors through such activities as bake sales, swap meet sales, the sale of craft items, and a variety of other activities. Additionally, they periodically receive donations which are deposited in the Trust Fund. To date, the Senior Trust Fund has a balance of approximately $22,960.00 The Senior Games were held in October. The Council previously authorized the appropriation of $700 from the Trust Fund and it is now being asked to appropriate an additional $355 to cover expenses related to the higher than anticipated participation. These funds will be used to cover costs associated with purchase of tee -shirts and other Game supplies. During the Fall, the Senior Center undertook a fundraising activity which involved the purchase of Entertainment Discount Books at a cost of $220.00. The books were sold on consignment and the proceeds were deposited in the Senior Center Trust Fund. The activity did not prove to be very sucessfull; grossing $274.00, for a net of only $54.00. The Council is being asked to appropriate $220.00 to cover the cost of the Books. Additionally, in FY 1997/98 the Council allocated CDBG funds to fund one of the part-time Senior Center aides. Prior to awarding CDBG Funds, the City knew that the funds would not be 00Q'.I.a, available with the start of the fiscal year and that Senior Center Trust Funds would need to be used to fund the aide position until the grant became effective. The City's Grant request received clearance on August 19, 1997, by which time the City had spent $935.00. The Council is being asked to appropriate $935.00 from the Trust Fund to the Senior Center Division to cover the cost of the part-time aide for the period between July 1, 1997 and August 19, 1997. Recommendation (Roll Call Vote) Staff recommends that the City Council adopt Resolution No. 98 amending the FY 1997/98 Budget by transferring $1,510 from the Senior Center Trust Fund (5 00) to the General Funds (100) - Senior Center Division for expenditures related to the Senior Center Program. WHEREAS, on June 18, 1997, the City Council adopted the budget for Fiscal Year 1997/98; and WHEREAS, a staff report has been presented to said Council requesting a budget amendment in the amount of $1,510 for the Senior Center Division Budget for cost associated with Senior Center Programs; and WHEREAS, Exhibit "A" hereof describes said budget amendment and its resultant impacts to the budget line item(s); and NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: A budget amendment transferring $1,510 from the Senior Center Trust Fund (500) to the General Fund (100), Senior Center Division expenditure budget as more particularly described in Exhibit "A" attached hereto is hereby approved.
