SUBJECT: Consider adopting Resolution No. 98- , and establishing revised parking
restrictions at the south Metrolink Station to permit overnight parking.
SUMMARY
Overnight parking has been prohibited at the south Metrolink parking lot since its inception as a Park
N' Ride lot. Since that time, incidents of overnight parking by travelers has increased as persons
respond to improvements in Metrolink and Amtrak's service connections to their destination or to
other transportation centers, such as regional airports. Moorpark Police issue citations to vehicles
that violate posted restrictions in the lot by remaining parked overnight. These citations are regularly
dismissed upon completion of an appeal process.
Permitting overnight parking in designated spaces for mass transportation users would benefit
travelers while still retaining the ability to control nuisance factors which may be a consequence of
the complete absence of parking controls. The time - consuming administrative inconvenience of
conducting the appeal hearings, only to routinely dismiss the citations, may be reduced or eliminated.
Revised parking regulations may also serve to address any concerns the Police Patrol Officers may
have regarding the dismissal of their citations which were issued consistent with the posted parking
restrictions.
A revised resolution permitting limited overnight parking in appropriately marked spaces may be the
most appropriate means to better serve the public interest and promote the use of mass
transportation. The proposed resolution makes it permissible to designate certain spaces for
overnight parking in the south Metrolink parking lot. It is identical to the existing resolution in the
north parking lot, off High Street. This would enable the City Manager to designate overnight
parking spaces in either lot, as it is deemed appropriate. With more spaces available in the south lot,
it may be more suited for overnight parking than the smaller, more popular north parking lot. This
matter was discussed at the January 26, 1998 meeting of the City Transportation and Streets
Committee. The Committee concurred with the staff recommendation.
RECOMMENDATION
Accept the recommendation of staff and the City Transportation and Streets Committee and adopt
Resolution No. 98- , rescinding Resolution 92 -888, and establishing revised restrictive parking
regulations to permit limited overnight parking in certain spaces in the south Metrolink parking lot.

RESOLUTION NO. 98-
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF MOORPARK, CALIFORNIA,
RESCINDING RESOLUTION NO. 92 -888, AND
ESTABLISHING REVISED RESTRICTIVE
PARKING TO PERMIT OVERNIGHT PARKING
IN DESIGNATED SPACES AT THE PARK AND
RIDE METROLINK COMMUTER RAIL LOT
EAST OF MOORPARK AVENUE.
WHEREAS, pursuant to Section 21113 and 22519 of the California Vehicle Code, the City
Council adopted Resolution No. 92 -888 prohibiting overnight parking in the Park and Ride Metrolink
Commuter Rail Parking Lot, and,
WHEREAS, Section 22519 of the California Vehicle Code provides for the regulation of
parking in any publicly -owned off street parking facility; and,
WHEREAS, it is necessary and appropriate to establish certain parking regulations for the
city -owned Park and Ride Metrolink Commuter Rail parking lot located south of the railroad tracks
from Moorpark Avenue to a point approximately 1,600 feet east of Moorpark Avenue; and,
WHEREAS, The City Council has determined that, in order to better provide for the public
health and safety, it is necessary and appropriate to change this parking restriction to permit overnight
parking in appropriately designated spaces.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That except as provided for in Section 2, the parking of vehicles in the Park
and Ride Metrolink parking lot located south of the railroad tracks from Moorpark Avenue to a point
approximately 1,600 feet east of Moorpark Avenue, as generally described on the attached Exhibit
"A," between the hours of 10:00 PM to 5:00 AM, is hereby prohibited.
SECTION 2. That when proper signs are erected giving notice thereof, certain parking
spaces may be reserved for overnight parking which may be required by high occupancy vehicle
(HOV) mass transit, Metrolink or Amtrak passengers.

SECTION 3. That Resolution No. 92 -888 is hereby rescinded.
SECTION 4. That the City Manager is hereby directed to have placed and maintained the
appropriate signs and /or curb markings giving notice of these parking regulations.
