Subject: Comments concerning Modification No. 1 and Draft
Mitigated Negative Declaration to Conditional Use
Permit No. CUP -4933, a proposal for a golf course in
the Tierra Rejada Valley, Crumpler and Kruger, Tierra
Rejada Golf Club
Dear Chairman Michael Wesner:
The Moorpark City Council, at their regular meeting of January 7,
1998, voted to oppose the proposed Tierra Rejada Golf Club
development due to concerns about growth inducing impacts and
potential introduction of related urban uses. The subject
property located in the Tierra Rejada Valley is within the City of
Moorpark Area of Interest and as a result could adversely effect
growth patterns in and around the City.
Although, we recognize that the proposed project is not within the
Tierra Rejada Greenbelt, it nevertheless is situated in a manner
that influences the Greenbelt and could be the catalyst for
additional growth, with requests for urban uses including
residential development and related commercial uses. It is more
common than not, to see these supporting uses in conjunction with
a golf course which is seldom economically viable as a stand alone
project. City Council is concerned that related residential and
commercial uses will be requested in the future if this project is
granted.

Once the golf course is in place, the arguments especially those
dealing with economics will become stronger and the concept and
vision of the greenbelt between Moorpark and Thousand Oaks will be
at risk. It is because of these concerns that the City of Moorpark
opposes this project.
