SUBJECT: Reallocation of Community Development Block Grant
(CDBG) Funds ($157,522) from FY 1995/96 and FY 1996/97

This report will identify funds remaining unspent from FY 1995/96
and FY 1996/97 and recommend referring to the Budget and Finance
Committee the consideration of reallocating these funds to other
projects.
On January 21, 1998, the status of projects funded with Community
Development Block Grant (CDBG) funds for FY 1997/98 was reported
to Council. In addition, the financial status of previous
allocations was outlined: Balances remain unspent from prior
years' CDBG allocations. Requirements of the U. S. Department of
Housing and Urban Development (HUD) regarding the timely
expenditure of appropriated funds suggest consideration of
alternative projects to utilize these funds.
Currently, funds remain unexpended from previous allocations for
Public Improvements, the Day Laborers Study, Ventura County
Library's Adult Literacy Program, and City administrative costs.
Approximately $149,877 remains allocated but unexpended from the
public improvement projects involving Wicks and Valley Roads, and
the anticipated storm drain relocation on Everett Street. Work
on Wicks and Valley Roads and the lope stabilization project
south of Wicks Road is complete. However, the project to
relocate the Everett Street storm drain is expected to be
abandoned, as easements could not be obtained to allow the work
to proceed.
Funds allocated in FY 1996/97 for a study
issue ($5,000) have not been spent. Forty

Adult Literacy Program. Funds allocated for City administrative
costs over several fiscal years, but unspent, equal $2,605. (The
latter amount representing unspent administrative funds has been
revised downward from the report presented to Council January 21,
1998. This revision was made upon reassessment of administrative
hours.) The sum of these three unspent allocations, with the
funds remaining from public improvements to Wicks and Valley
Roads is $157,522. This may be considered for Public
Improvements, Economic Development, or Affordable Housing.
Possible projects include providing additional funds for the
Senior Center Expansion Project, as a contingency to ensure
adequate funding for the facilities required by the Americans
with Disabilities Act (ADA) ($50,000); the widening of Casey Road
($100,000), the construction of a sidewalk from Moorpark Avenue
to the Senior Center ($50,000), and a westerly extension of High
Street from Moorpark Avenue ($150,000 to $400,000). These
estimates are very approximate. Staff is evaluating the
feasibility of other projects and will present those to the
Budget and Finance Committee on March 4 and then to the Council
on March 18.
1. Open public hearing and receive public testimony for
consideration in the reallocation of CDBG funds estimated to
total $157,522 from FY 1995/96 and FY 1996/97;
2. Refer this matter to the Budget and Finance Committee to
consider at its March 4, 1998, meeting, directing the
Committee to present a recommendation to Council for final
reallocations at the regular Council meeting scheduled for
March 18, 1998; and
3. Continue the public hearing to the Council meeting of
March 18, 1998, to allow consideration of other potential
projects.
