City of Moorpark AGENDA REPORT TO: The Honorable City Council FROM: John Brand, Senior Management Analyst DATE: February 17, 1998 (Special CC meeting of February 25, 1998) SUBJECT: Presentation on the local impacts of the 1998 Regional Transportation Plan Update, "Community Link 2L" SUMMARY As the federally designated Metropolitan Planning Organization (MPO) for most of Southern California, including Ventura County, SCAG, the Southern California Association of Governments, is required by state and federal laws to adopt and periodically update a long range RTP, or Regional Transportation Plan. These laws also require that actions by transportation agencies be consistent with an adopted RTP. The draft 1998 RTP, called "CommunityLink 21," establishes the framework for prioritizing and funding transportation projects through the year 2020. Local agencies such as the Ventura County Transportation Commission have been participating in the development of this RTP for the past two years. After the current period of public comment, the RTP and its companion Environmental Impact Report will be considered for final adoption by the SCAG Regional Council on April 2, 1998. Failure to adopt this RTP could jeopardize certain federal funding allocations for highways and transit projects. DISCUSSION The RTP CommunityLink 21 shows that growth and transportation demands will outstrip funding throughout the planning period, calling for difficult choices. Issues of local concern may include surface movement of freight on State Route SR 118 (Los Angeles and New Los Angeles Avenues) through the City; widening of SR 23 from US 101 to SR 118; widening of SR 118 from Tapo Canyon Road to the Los Angeles County line; and local transit system improvements. To facilitate community understanding of the plan, SCAG offered to conduct public workshops at the request of local communities. Ventura County Transportation Commission (VCTC) staff is available to respond to more specific local questions. A summary of the plan will be distributed under separate cover. RECOMMENDATION Hear presentation by SCAG on "CommunityLink 21," the Draft 1998 Regional Transportation Plan Update, and after the presentation, open the floor for Council and public questions.
