Traffenstedt, City Clerk vi CITY OF MOORPARK, CALIFORNIA City Council Meeting of rn a rc h P& 1996 ACTION: Lvvr a1► aol S f o f F re c o m rn„ rOct t; o n By: ,'� , Y� ."'_T_ DATE: March 12, 1998 (CC Meeting of 3/18/98) SUBJECT: CONSIDER ADOPTION OF AN UPDATE TO THE NOISE ELEMENT OF THE GENERAL PLAN AND AMENDMENT OF THE MUNICIPAL CODE TO ADD CHAPTER 17.53 - NOISE ORDINANCE, WHICH WILL IMPLEMENT THE NOISE ELEMENT AND ESTABLISH STANDARDS AND PROCEDURES TO CONTROL NOISE IN THE CITY OF MOORPARK; GENERAL PLAN AMENDMENT 97 -04 AND ZONING CODE AMENDMENT 97 -07 Background On March 4, 1998, the City Council closed the public hearing, adopted Resolution No. 98 -1443 amending the General Plan to include an updated Noise Element, and continued first reading of the Noise Ordinance to March 18, 1998. The staff report for consideration of first reading of the Noise Ordinance has been withdrawn from the meeting packet, and a continuance of this item is requested, because the City Attorney has not yet completed her review of the draft ordinance. The Council should note that due to withdrawal of the staff report and draft ordinance from the packet after assembly, pages 000002 to 000053 are now not included. Staff Recommendation Continue the first reading of the Noise Ordinance to April 15, 1998. DST Ozn\.% affi WcO- 1898.ord Discussion At its March 4, 1998, meeting, the Budget and Finance Committee considered the proposals that were received for FY 1998/99 funds and found that three Public Service projects could provide basic services to the largest number of residents with the most immediate primary needs. The three organizations and their programs are Catholic Charities with its Community Services Program, the County of Ventura Public Social Services Agency's Senior Nutrition Program and the City's Senior Center Part -time Staff. The Committee also found that funds for Public Improvements/ Economic Development /Affordable Housing should be allocated for the identification and acquisition of property or properties to be developed for Affordable Housing for Low and Very Low Income persons and associated costs for development of the property for either purchase or rental opportunities. A separate report presented to Council on this date recommends that at least $122,522 of the $154,917 available from FY 1995/96 and FY 1996/97 be reallocated to Affordable Housing. This amount, combined with $141,241 for FY 1998/99 recommended in this report to be allocated for Affordable Housing would provide $263,763 for this purpose. Funding available for administrative purposes, per HUD guidelines, is $24,210. Recommendation 1. Authorize Public Service funding for FY 1998/99 as follows: Catholic Charities $ 9,597 Senior Nutrition 9,000 Senior Center Part -time Staff 10,600 2. Authorize $141,241 for the identification, acquisition and development of property or properties for Affordable Housing for Low and Very Low Income persons, such authorization to include other costs associated with the acquisition of the property and facilitation of its development and use for the purpose stated, either for rental or purchase; and 3.
