SUBJECT: Reallocation of Community Development Block Grant
(CDBG) Funds ($154,917) from FY 1995/96 and FY 1996/97
Background
On February 18, 1998, Council received. a report on unexpended
funds remaining from FY 1995/96 and FY 1996/97 and requirements
of the U. S. Department of Housing and Urban Development (HUD)
regarding the timely expenditure of appropriated funds. At that
time, Council directed the Budget and Finance Committee to
consider alternative projects to which these funds could be
committed, and to recommend their reallocation at the regular
meeting of March 18, 1998.
Discussion
Unexpended funds from previous allocations for Public
Improvements, the Day Laborers Study, and Ventura County
Library's Adult Literacy Program total approximately $154,917.
The Budget and Finance Committee considered this matter at its
March 4, 1998, meeting and recommended that these funds be
reallocated for the acquisition of property or properties to be
developed for Affordable Housing for Low and Very Low Income
persons and associated costs to facilitate development of the
property, either for rental or purchase opportunities.
Subsequently, staff has received information on the estimated
costs to bring the Community Center into compliance with
Americans with Disabilities Act (ADA) requirements during the
expansion project soon to be under way. This cost is expected to
be approximately $35,000. Funds for this purpose could be
expended in a timely manner. In a meeting on March 11, the
Budget and Finance Committee concurred with the recommendation
that $35,000 be allocated for ADA requirements at the Community
Center.

Previously reported unexpended funds of $2,605 allocated to
administrative costs during previous fiscal years will be
utilized during this fiscal year for their intended purpose,
reducing the amount of funds to reallocate from $157,522 to
$154,917.
Recommendation
1. Reallocate $154,917 ($119,917 if Item 2 is approved) from
FY 1995/96 and FY 1996/97 to the identification, acquisition
and development of property or properties for Affordable
Housing for Low and Very Low Income persons, such
authorization to include other costs associated with the
acquisition of the property and facilitation of its
development and use for the purpose stated; and
2. Reallocate $35,000 in unexpended funds from FY 1995/96 for
ADA improvements to be made to the Community Center during
its expansion project.
