Traffenstedt, City Clerk -DJS F March 25, 1998 (CC Meeting of 4/1/98) SUBJECT: CONSIDER UPGRADE OF RECORDS CLERK AND DEPUTY CITY CLERK POSITIONS TO DEPUTY CITY CLERK I AND DEPUTY CITY CLERK II, ADOPTION OF RESOLUTION NO. 98- AMENDING THE CITY'S CLASSIFICATION PLAN BY REVISING THE JOB DESCRIPTION FOR DEPUTY CITY CLERK AND RESCINDING RESOLUTION NO. 98 -1430, AND ADOPTION OF RESOLUTION NO. 98- AMENDING THE SALARY PLAN FOR COMPETITIVE SERVICE, NONCOMPETITIVE SERVICE AND HOURLY EMPLOYEES, AND RESCINDING RESOLUTION NO. 98 -1450 Background and Discussion In February 1995, the City Council concurred with the staff recommendation for the hiring of a full -time Records Clerk. Since that time, the Records Clerk position has evolved into an increasingly responsible position. The recent reorganization of the City Clerk's Department to include Human Resources and Public Information responsibilities has further increased the delegation of duties to the Records Clerk and Deputy City Clerk. Some of the duties currently performed by the Records Clerk include, but are not limited to, maintaining the City's legislative history databases (Clerk's Index and Questy's Optical Information Retrieval System), maintaining the City's Internet Home Page, and maintaining the schedule and video records for the City's cable television government channel. The current Deputy City Clerk has assumed greater responsibility for preparation of minutes, claims processing, and preparation of citywide newsletters. Staff is recommending that the needs of the Department and the City would best be served by the creation of a two - tiered Deputy City Clerk job description, and the upgrading of the Records Clerk position to Deputy City Clerk I and the current Deputy City Clerk to Deputy City Clerk II. The proposed position upgrades would allow the City Clerk's Department increased flexibility in job assignments and cross training. The primary difference between the two positions would be level of experience and training required. The Deputy City Clerk II would be the full journey -level class in the series and may serve as acting City Clerk in the absence of the City Clerk. Another advantage to the City Clerk's Department with the proposed upgrade of the Records Clerk to Deputy City Clerk I, is that attendance at City Council meetings and preparation of minutes could be evenly assigned between the Deputy City Clerk I and II positions. Both the Deputy City Clerk I and II positions would receive 40 hours of administrative leave annually and would be exempt from the payment of overtime, consistent with the current Deputy City Clerk position. In order to accomplish the proposed position upgrades, staff has prepared a draft resolution and revised Deputy City Clerk Job Description (Attachment 1) to amend the City's Classification Plan, and a draft resolution to amend the City's Salary Plan (Attachment 2). The proposed revisions to the Deputy City Clerk Job Description are shown in legislative format. Fiscal Impact The Records Clerk position is currently funded 50 percent from the General Fund and 50 percent from the Moorpark Redevelopment Agency Fund, and the Deputy City Clerk is funded 80 percent from the General Fund, 10 percent from the Redevelopment Agency Fund, and 10 percent from the Community Development Fund. The funding assignment may be adjusted as part of the next fiscal year's budget to be the same for both positions. The proposed position upgrade from Records Clerk to Deputy City Clerk I, Range 46.A, would result in a 13.14 percent pay increase for the current Records Clerk. For the current fiscal year, the additional cost would total approximately $1,000 and is proposed to be funded by a transfer of revenue from the Community Development Fund, as an offset for the work done by the City Clerk as acting planner for several projects (including Hidden Creek Ranch Specific Plan). The proposed position upgrade from Deputy City Clerk to Deputy City Clerk II would not result in any additional cost for the current fiscal year, since the adjustment would be a straight transfer from Range 46.F to Range 50.B (in other words, the transfer would be to the same pay level, but there would be the potential for additional merit raises in the future). A separate City Council report will be prepared in June 1998 (closer to the end of the fiscal year), to accomplish the transfer of money from the Community Development Fund to the General Fund for the work done by the City Clerk on Community Development Department projects from January 5, 1998, through June 30, 1998, to fund the additional cost for the Records Clerk position upgrade for the current fiscal year. Adopt Resolution No. 98- establishing a Classification Plan and Job Descriptions for Non - Competitive and Competitive Service Employees, Revising the Job Description for Deputy City Clerk, and Rescinding Resolution No. 98 -1430 (all other existing job descriptions will be included with the new resolution and remain unchanged); and 2. Adopt Resolution No. 98- amending the Salary Plan for Competitive Service, Non - Competitive Service and Hourly Employees, and Rescinding Resolution No. 98 -1450. Attachments: 1. The job descriptions attached as Exhibit A to this resolution are accepted and included in the City's Classification Plan for all included employees in both the Non - Competitive and Competitive Service. SECTION 2. The City Manager shall have the authority to make temporary additions or deletions to the Classification Plan in the interest of efficient and effective administration of the Plan. Such alterations shall not become an approved part of the Plan until adoption by the City Council by resolution. SECTION 3. Resolution No. 98 -1430 is hereby rescinded. NOW THEREFORE THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. The corresponding salaries for the ranges established in Section 1 are attached as Bi- Weekly Salary Table 1. SECTION 3. The Salary Plan is based on a two and one -half percent by two and one -half percent structure with nine steps. The salary is based on a bi- weekly (80 hours) rate. The annual rate is calculated by multiplying by 26 pay periods. The monthly rate is calculated by dividing the annual rate by 12 months. The hourly rate is determined by dividing the bi- weekly rate by 80 hours. SECTION 4. Implementation of salary adjustments for positions noted in Section 1 shall be limited by the performance review system. Employees shall be evaluated on their anniversary date unless they have not received a merit performance review and associated salary adjustment for two years or more, in which case, they may be evaluated and considered for a salary adjustment to be effective at the salary anniversary date preceding July 1, 1997. SECTION 5. The implementation of the Salary Plan shall be applicable to the payroll period beginning April 11, 1998. SECTION 6. Resolution 98 -1450 is hereby rescinded.
