SUBJECT: Consider Additional Administrative Leave for City
Manager and Administrative Services Manager
BACKGROUND:
In the past, the City has had to occasionally rely on existing
staff to assume greater responsibilities when a management staff
position became vacant. Other cities with a larger number of staff
often use staff at a level below the vacant position in an acting
or interim capacity. Such a situation allows the person in the
interim role to gain additional and broader experience and to
receive slightly higher compensation while serving in this
capacity.
In our organization, with a number of single position
classifications, such is not usually the case. On at least two
occasions (Director of Community Development and Director of
Community Services vacancies), we have split the responsibilities
of the vacant position between two senior management employees. In
July 1996, the Director of Community Services' responsibilities
were split between the Deputy City Manager and Public Works
Director. Earlier in 1996, the Deputy City Manager and City
Manager shared the Director of Community Development's
responsibilities when that position was vacant. In each case,
those staff assuming the additional responsibilities were
subsequently awarded an amount of administrative leave (depending
on how long the vacancy lasted) by the City Council. This was in
lieu of additional pay for the extra work. Typically, when a
person serves in an acting capacity it's in a higher level
position, and he or she receives a minimum of 5 percent and usually
10 percent, or more, to accept the additional responsibility.
In the cases described above, the staff persons were at the same or
higher classification and retained their current responsibilities.
This meant that the extra work required more hours at work, and the
extra period even extended past the position vacancy since the
increased responsibilities meant some of their usual

responsibilities and projects were delayed in order to accommodate
the higher priority items of their interim responsibilities. Also,
we don't have a sufficient number of other staff to delegate those
responsibilities to.
DISCUSSION:
During the vacancy of the Deputy City Manager position, the City
Manager assumed those responsibilities from late September 1997 to
January 1, 1998. This meant four more staff positions directly
reporting to him (Accounting Manager, Administrative Services
Manager, Personnel Technician, and acting Redevelopment Manager).
This was exacerbated because of the off -duty status of the
Redevelopment Manager and an interim appointment to that position
requiring more time by the City Manager.
The City Manager is requesting ten (10) days of Administrative
Leave as compensation for this period. In the past, this was
allowed to be converted to cash. Due to the financial situation of
the City, I would suggest, if granted, that one -half be allowed to
be converted to cash. It would be funded by the Moorpark
Redevelopment Agency. The other leave would be converted to
vacation leave.
During this same period, the Administrative Services Manager was
asked to assume greater responsibility on several items, including
cable TV and general administrative matters. He also served as
City Treasurer. I recommend three (3) days of Administrative Leave
for him which could be converted to cash. This would be funded by
the General Fund savings of the Deputy City Manager's vacancy.
RECOMMENDATION:
Approve the City Manager receiving ten (10) days of Administrative
Leave and the Administrative Services Manager three (3) days of
Administrative Leave consistent with this report.
