DATE: April 3, 1998 (For the City Council Meeting of April 15, 1998) SUBJECT: Consider General Plan Amendment No. 97 -1, to Amend the Land Use and Circulation Elements; Zone Change No. 97 -5, to establish Zone Districts and controlling development standards; and the Moorpark Downtown Specific Plan No. 95 -1, which includes Land Use and Zoning maps, a streetscape beautification program, pedestrian and traffic circulation improvements, design guidelines, development standards, and implementation programs to guide future development (Continued from March 11, 1998) DISCUSSION This item was advertised for public hearing before the City Council for the meeting of November 5, 1997, and continued to January 28, 1998, with the public hearing open. Testimony was received at the meeting of January 28, 1998, and the public hearing was continued to February 5, 1998, but subsequently continued to March 11, 1998, and continued again to April 15, 1998. Copies of the staff report from the meeting of November 5, 1997, have previously been provided to City Council. That staff report outlined the issues identified by the Downtown Citizen's Advisory Committee and the Planning Commission recommendations relating to each issue. Planning Commission also made recommendations relating to the Design Guidelines, land uses, bikeways, and the Secondary Planning Area, east of Spring Road. The Secondary Planning Area, south of the railroad tracks, was recommended to be designated Old Town Commercial. Other issues identified for consideration include potential higher residential densities in the Downtown area, the amount of Commercial Office zoning and potential absorption rates, and non- conforming uses which will result from the rezoning of commercial properties. City Council indicated they wanted to review the Implementation Section and discuss zoning issues related to the Draft Specific Plan. The Draft Specific Plan does include changes in zoning for most of the commercial areas along Moorpark Avenue and designates properties along High Street with the new "Old Town Commercial" zone. Attached is set of questions prepared by the consultant that summarizes many of the potential measures from the recommended Implementation Programs contained in the Draft Specific Plan. However, a critical question for the recommended implementation programs is how they would be funded, considering the status of the Redevelopment Agency funds, the general fund, and that the Community Development fund is totally supported by fees. City Council had also requested information regarding a survey of filming fees. This information will be provided to City Council separately. RECOMMENDATION 1. Receive public testimony; 2. Close public hearing; 3. Discuss issues and recommendations and provide direction to staff regarding any additional revisions to the Downtown Specific Plan; 4. Direct staff to prepare the Final Mitigated Negative Declaration and Mitigation Monitoring Program; Direct staff to prepare a draft resolution approving the Mitigated Negative Declaration and Mitigation Monitoring Program, General Plan Amendment No. 97 -1 and the Downtown Specific Plan No. 95 -1, subject to incorporation of required revisions; and 6. Direct staff to prepare a draft ordinance approving Zone Change No. 97 -5. ECONOMIC DEVELOPMENT - BUSINESS ATTRACTION/RETENTION Are you willing to: I. Fund additional RDA staff, or partner with a local non - profit to focus on attracting new business to the downtown? 2. Strengthen the downtown Business Retention /Attraction Program through increasing the $25,000.00 loan amount, changing the loan requirements, or offering grant vs. loan monies? 3. Initiate a low interest loan program for seismic upgrades /retrofits? 4. Formalize a program to streamline the permit process when a new business meets the preferred land use type /goals of the Specific Plan? 5. Formalize a program to reduce permit fees and supplement the Department Budget with General fund monies, when a new business meets the preferred land use type /goals of the Specific Plan? 6. Formalize a "fee write- down" program, whereby the General Fund would supplement the Department Budget based upon a quantified percentage of the new /upgraded businesses 5 -year revenue stream? B. ECONOMIC DEVELOPMENT — CITY -OWNED PROPERTY Ai-c you willing to: ( . Issue an RFP for developer participation /lease /sale? 2. Sell the property - prepare a sales brochure on the property and place it on the market? 3. Allocate off -site parking to the site, and allow increased, substantial building coverage ( +/ -80 %)? 4. Maintain/expand the existing leaseholds and aggressively seek new /expanded businesses? 5. Develop the site as a parking lot and park, thereby increasing FAR's on surrounding downtown sites and hope for an increased tax stream? 6. Develop the site into a series of " pavilions" /marketplace /mercantile and solicit pre- leases to test the market? 7. Allocate staff time from other City demands to specifically develop an incentive based program to entice preferred uses and test possible revenue - generating ideas? 8. Investigate hiring EY/Kenneth Levanthal (or similar) experts to structure a public /private funding strategy, possibly on percentage basis? C• ECONOMIC DEVELOPMENT - DOWNTOWN IMAGE Are you willing to. 1. Continue allocated staff time support for the Housing Rehabilitation Program? 2. Relocate the volunteer Police Information Center downtown? 3. Designate staff time to solicit the post office and Chamber visitor's center to the downtown? 4. Designate staff time to obtain Highway 23/188 signage to downtown from Caltrans? 5. Designate staff time to work with VCTC /UP to increase signage to the Metrolink station downtown? 6. Designate staff time to write grant applications /administer grants to increase available funding sources to the downtown? 7. Continue public investment in the downtown for targeted improvements — crosswalks, bike lanes (grant funding available for this), signage (especially along Moorpark Ave.), etc.? 8. Purchase additional sites downtown (High and Magnolia), and /or residential sites on Charles near Bonneview develop/ redevelop them? 9. Appoint a local "safety advisory committee" to address promoting/keeping a safe image downtown and promote safe shopping? 10. Develop a cultural arts or apprenticeship program with local schools or service clubs to integrate art/art history downtown? 11.
