Nowak, Assistant City Manager ITEM l O t, A - 103.5 CTTY OF MOORPAR& CALIFORNIA City Council Meeting pry I I5, i� v of AMON: raved s1-af P rec- Dmrnriendafio►l . 077 I �lze- 06 April 1998 (Council meeting of 04- 15 -98) REPORT ON THE STATUS OF THE PROPOSED DISSOLUTION OF THE MOORPARK MOSQUITO ABATEMENT DISTRICT Discussion: On February 25, 1998, Mayor Hunter and Councilmember Evans, the Council's Ad Hoc Committee on Moorpark Mosquito District Matters, met with Supervisor Mikels and administrative officials from the County of Ventura to discuss matters related to the proposed dissolution of the Moorpark Mosquito Abatement District. Following that meeting staff has been working with the County to determine an equitable division of future property taxes now accruing to the MMAD. The division of existing fixed assets and cash assets between the City and the County are regulated by State law. The division of future taxes is subject to negotiations between the City of Moorpark and Ventura County, and an agreement must be approved by both bodies prior to the County Board of Supervisors being able to take a final action on the dissolution. The current status of the tax negotiations is provided to the Council under separate cover. Staff is proposing to file the dissolution application with the Local Agency Formation Commission on April 16 to allow it to be on the May 20 or June 17 LAFCO agenda (depending on when County agencies take appropriate actions). The City Council will need to take a separate action by resolution to approve the negotiated tax split with the County. The County Board of Supervisors will need to adopt a similar resolution. This action will need to occur prior to the LAFCO hearing to expedite the process. Recommendation; That the City Council confirms its prior authorization for staff to file the Moorpark Mosquito Abatement District dissolution application with the Ventura County Local Agency Formation Commission and direct the Ad Hoc Committee to continue discussion with the County on an agreement for future tax allocations.
