The City Council is being asked to consider a budget amendment that would allocate an additional
$31,000 to replace the wooden playground equipment and provide handicap accessible
playground surfacing at Glenwood Park. The Parks and Recreation Commission believes that
replacing the equipment at Glenwood Park is a priority and is forwarding this recommendation to
the City Council for consideration.
Background
With the adoption of the FY 1997/98 Budget, the City Council allocated $15,000 from the Park
Improvement Fund (212) to replace the wooden play equipment at Glenwood Park. Upon further
investigation and research the actual amount of funds needed is approximately $46,000.
Like most all of the City's Parks, Glenwood Park consists of two playgrounds: a smaller lot
designed for tots, children between the ages of two and five, and a larger lot designed for
children ages 5 to 12. The larger playground at Glenwood Park consists of old wooden play
equipment and a metal climbing apparatus. Several of the play components that were originally
on the wooden play structure have been removed over the years as they became safety concerns.
What remains of the structure today provides very little play value. Additionally, the wood is
worn and splintered.
Over the past several months, staff has developed better cost estimates in regards to replacing the
wooden equipment. Working with a representative from Little Tikes, a playground equipment
company, the City secured several equipment options. These options were presented to the Parks
and Recreation Commission for a recommendation. At its bi- annual Park Tour on March 29, the
Commission had an opportunity to more fully discuss equipment options while viewing the

existing equipment and the lot it is located in. This proved to be very helpful in assisting the
Commission arrive at a recommendation. The equipment favored by the Commission resembles a
fort (see Attachments A and B). The cost to purchase, ship and install the equipment is
approximately $34,500. This price excludes any costs associated with the playground surface.
According to the Americans with Disabilities Act, the City is required to make its playground
facilities accessible to individuals with handicaps. In order to accomplish this, the City has two
options: 1) install fibar at a cost of approximately $9,500 (includes removal of existing sand) or 2)
install rubber tiles at specific transfer points; e.g., entrance and exit points, at a cost of $4,700.
The Commission considered these options and recommends that the City elect to install the rubber
tiles.
The total cost of replacing the wooden playground equipment and installing an ADA accessible
surface will be approximately $46,000 which includes a fifteen percent contingency. Since the
City Council previously allocated $15,000, an additional $31,000 will need to be appropriated to
complete the proposed project. Glenwood Park is in Park Improvement Zone 6 which has a fund
balance of approximately $56,100. If approved, the proposed budget amendment will leave a
remaining fund balance of approximately $25,000.
Recommendation
The Parks and Recreation Commission recommends that the City Council adopt Resolution No.
98- , amending the FY 1997/98 Budget by appropriating $31,000 from the Park Improvement
Fund (212)- Zone 6 for playground equipment at Glenwood Park, and authorize staff to expend
the funds.

MOORPARK AMENDING THE FY 1997/98 BUDGET
ALLOCATING $31,000 FROM THE PARK IMPROVEMENT FUND
BALANCE (212), ZONE 6, FOR PLAYGROUND IMPROVEMENTS
AT GLENWOOD PARK
WIIER.EAS, on June 18, 1997, the City Council adopted the budget for Fiscal Year
1997/98; and
WHEREAS, a staff report has been presented to said Council requesting a budget
amendment in the amount of $31,000 from the Park Improvement Fund (Fund 212), Zone 6, for
playground improvements at Glenwood Park; and
WItEREAS, Exhibit "A" hereof describes said budget amendment and its resultant
impacts to the budget line item(s) and projected year -end fund balance(s).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOOR.PARK DOES
HEREBY RESOLVE AS FOLLOWS:
A budget amendment allocating $31,000 from the Park Improvement Fund (212), Zone 6,
to the Park Improvement Program budget and the transfer of the funds from the Park
Improvement Program budget to the Capital Improvement Fund for expenditure as more
particularly described in Exhibit "A" attached hereto is hereby approved.
