SUBJECT: Consider Funding Fair Housing Services in Community
Development Block Grant (CDBG) Allocations for
FY 1998/99
The Fair Housing Institute has been funded annually by the City
with CDBG funds, through a Joint Powers Agreement (JPA) with the
County. In the recent public hearing process and Council's
subsequent funding decisions for CDBG allocations in FY 1998/99,
the Fair Housing Institute was not identified distinctly for
funding. The amount normally allocated by the City to the
Institute was included with other City Administration costs.
Discussion
The Department of Housing and Urban Development (HUD) requires
efforts to affirmatively further fair housing through the CDBG
program. These HUD requirements have been met by the City in the
past through support of the Fair Housing Institute. The County
of Ventura executes a contract with the Institute for $18,000 and
the five cities in the entitlement area contribute to the
funding. In addition, the City of Camarillo, although no longer
participating in the entitlement process with the other cities in
the entitlement area, also contributes to the Institute through a
contract with the County, If Moorpark chose not to participate
in supporting the Fair Housing Institute, the City would need to
initiate other activities to promote and monitor fair housing
practices within Moorpark.

Support of the Fair Housing Institute is considered an
administrative cost of the CDBG program. During the recent
public hearing process, staff inadvertently omitted identifying a
funding recommendation of $1,600 for the Fair Housing Institute.
The $1,600 was included within the Administration costs
recommendation of $24,210, but was not identified distinctly as a
component of the Administration costs recommendation.

Approve $1,600 for the Fair Housing Institute, to be funded from
FY 1998/99 CDBG Administrative costs, leaving $22,610 for costs
to the City of administering the CDBG program within the City.
