SUBJECT: Consider Approval of the Conceptual Design for the
Realignment of Casey Road
EXECUTIVE SUMMARY
This presents a request (Exhibit 1) from the Moorpark Unified School
District (DISTRICT) for a change to the alignment of Casey Road.
DISCUSSION
A. Design Standard
In July of 1997 the City Council approved the design standard for
Casey Road, described as follows:
1. Standard: County Plate B -5A (modified)
2. Dimensions:
a) curb -to -curb: 48'
b) right -of -way: 61'
3. Description of Ultimate Improvements:
a) one 12' wide travel lane in each direction.
b) one 12' wide combined parking / Bike Lane in each
direction.
c) a 6� 1 area between the curb and the right -of -way line (both
sides of the street) to accommodate sidewalks and retaining
walls.
B. West End Improvements

The DISTRICT has been working for several months on the
improvement plans for the proposed improvements to the west end
of Casey Road, along the frontage of the future school site as
well as along the frontage of the Boys and Girls Club Gymnasium.
It is anticipated that those plans will be approved and those
improvements will be constructed in the near future.

C. East End Improvements
The City had been working on a project for the south side
widening of the east end of the street. That project was
abandoned when the DISTRICT advised the City of it's intent to
construct the intersection and related street improvements. The
survey work, paid for by the City, for that project was provided
to the District at no cost.
D. Traffic Signal Warrant Study
The DISTRICT has been working with Caltrans on a joint project to
design and construct a traffic signal at the intersection of
Walnut Canyon Road and Casey Road. As a part of those efforts,
a Traffic Signal Warrant Study (Exhibit 2) was prepared by the
DISTRICT'S engineer, submitted to Caltrans and conditionally
approved by Caltrans (Exhibit 3). The DISTRICT has appealed
(Exhibit 4) certain of those conditions.
Staff has reviewed the Traffic Signal Warrant Study prepared by
the District and recommends approval, subject to all conditions
imposed by Caltrans and subject to future City review and
approval of the geometric design for the intersection.
E. Request for Road Realignment
The DISTRICT has requested approval of a conceptual design for
the realignment of Casey Road. The proposed realignment is set
forth in the plan included as a part of the request (Exhibit 1).
This plan not only shows the shift of the center line to the
south along the frontage of the future school site, but also
shows a southerly shift to the east end of the street in order to
align with the proposed relocation of the intersection of Casey
Road and Walnut Canyon Road.
F. Relocation of Intersection
The requested realignment of Casey Road is driven by the desire
to relocate the intersection of Casey Road and Walnut Canyon Road
to the south. The primary reason for the relocation of the
intersection is to provide an area on the east side of Walnut
Canyon Road wide enough to accommodate the construction of a
sidewalk from the relocated intersection southerly. Without the
relocation of the intersection, it would be necessary to remove
a portion of the hillside and possibly install retaining walls.
This would require extensive geological / geotechnical
investigation and design work which would delay the project and
add significant costs.

G. Walnut Canyon Road Improvements
One of the conditions being imposed by Caltrans (se Exhibit 3) is
the construction of the above mentioned sidewalk on the east side
of Walnut Canyon Road, in order to adequately provide for
pedestrian safety. Caltrans has requested that this sidewalk be
constructed from the new signalized intersection southerly to
Charles Street. The DISTRICT has requested that this requirement
be deferred (see Exhibit 4). Staff has been advised that it is
the intent of Caltrans to deny that request and require the
construction of the sidewalk on the east side of Walnut Canyon
Road as a condition of the approval of the Traffic Signal Warrant
Study.
H. Right -of -Way
The proposed realignment not only requires the dedication of
street right -of -way along the future school site, but also
requires the acquisition of additional street right -of -way from
the Boys and Girls Club property.
I. Interim Street Width
It is the intent of the DISTRICT to only construct improvements
to the south side of the street. When completed, the proposed
street improvements will not provide the full forty -eight (481)
of pavement. It will not be possible, therefore, to provide for
the ultimate planned improvements, which are to consist of two
12' wide travel lanes and two 12' wide parking / Bike Lanes.
These ultimate improvements will only be attained when and if
developers of the property north and west of Casey Road construct
the improvements to the north side of the street. The proposed
striping design for the interim improvements has not yet been
provided to the City.
J. Fees
The DISTRICT'S request for approval of the road realignment
(Exhibit 1) includes a request that the City waive the fees for
this project. If approved, all City costs related to Engineering
time for the review and approval of the improvement plans, the
inspection of the construction, would have to be paid by the
City. No funding source for these costs has been identified. It
is, therefore, the recommendation of staff that this request be
denied.

K. City Approval
Matters related to this project requiring City acceptance and /or
approval, include the following:
1. Street Right -of -Way: All proposed street widening to the
south side of the street will require the dedication of
necessary street right -of -way to the City. All necessary
legal descriptions (including title reports) and deeds will
have to be prepared by the DISTRICT'S engineer and approved by
the City Engineer.
2. Street Improvement Plans: All required street improvement
plans must be reviewed and approved by the City. Issues to be
addressed include:
• the geometric design of the turning radius onto Casey
Road;
• the design for sidewalks curbs, gutters, etc.;
• drainage concerns;
• transition from the 48' wide street at the intersection
to a narrower street to the west;
• striping design;
• on- street parking (if any);
• and more.
3. Traffic Signal Design: In that one leg of the intersection is
a City street, the design for the traffic signal must be
submitted to and approved by the City.
4. Walnut Canyon Road / Moorpark Avenue (East Side) Sidewalk:
Even if the proposed construction of sidewalks on the east
side of Walnut Canyon Road and Moorpark Avenue are entirely
within Caltrans right -of -way, the plans for same will have to
be reviewed and approved by the City to confirm that all
proposed sidewalk, driveway and other improvements comply with
all City standards.
5. Plan Checking and Inspection Fees: The DISTRICT will be
required to pay all necessary plan checking and inspection
fees for these proposed off -site improvements (see below).

Staff recommends that the City Council take the following actions:
1. Approve the Traffic Signal Warrant Study for the intersection of
Casey Road and Walnut Canyon Road, subject to all conditions
imposed by Caltrans and subject to future City review and
approval of the geometric design for the intersection.
2. Approve the realignment of Casey Road as set forth in this
report.
3. Deny the DISTRICT'S request to waive all fees (plan checking,
inspection, etc.) related to this project.

Please accept this communication as the Moorpark Unified School District's official request for
the installation of a traffic signal light at the above referenced intersection. Your participation in
several meetings with the School District and City of Moorpark representatives have concluded
with the determination to install this signal light. Attached please find the school pedestrian
volume worksheet and school protection warrants relating to this matter.
The Moorpark Unified School District is cognizant that it must provide 100% of the funding at
the beginning of the project. It is also recognized that Cal Trans will reimburse the District 50%
of the total costs of the project after the beginning of the 1998 -99 fiscal year. The District is
intending to begin construction June 1, 1998 with a completion date no later than August 14,
1998. The District requests written acknowledgment of receipt of this communication. Please
contact me at the above number if you require additional information or documentation to begin

SCHOOL PEDESTRIAN VOLUME
WALNUT CANYON SCHOOL
WALNUT CANYON (ROUTE 23) AND CASEY ROAD
March 7, 1997
The Walnut Canyon School will serve the grades K through 5. The kindergarten class
schedule is programmed to begin and end at the same times as grades 1 through 3. The
School District has detailed information as to the location of students within the district.
The District has provided data on the number of students by grade level that reside in the
area north of the railroad tracks and east of Walnut Canyon Road. Associated Transportation
Engineers has made some assumptions based upon discussions with School District
personnel related to the means by which students living in the area north of the railroad
tracks and east of Walnut Canyon Road would travel to and from school. It was assumed
that 60% would walk, 30% would be via private auto and 10% would arrive by bus. Based
upon the street layout and walkway conditions, it was assumed that 30% of the walkers
would use the crosswalk near the Library/Civic Center and 70% would utilize the Casey
Road crosswalk. Based upon observations by school district personnel and the experience
of ATE staff, it was estimated that an adult would accompany kindergarten students, there
would be some families with two or more children in grades K through 3, thus the
adult/student ratio would be lower for grades 1 through 3. It was assumed that students in
grades 4 and 5 would not be accompanied by an adult.
Chapter 10 of the Caltrans Traffic Manual addresses School Area Pedestrian Safety. Section
10 -06.2 contains the Criteria for School Crossing Traffic Signals. "When the critical (85th
percentile) approach speed exceeds 35 mph (56 km/h) or the sight distance to the
intersection is less than the required stopping sight distance, rural criteria should be
applied." The speed limit in the area is 35 mph (56 km/h) and the stopping sight distance
for northbound traffic is restricted and may be less than 250 feet therefore the rural criteria
will be used for the school protection warrant study.
Grades K through 3 are presently scheduled from 8 a.m. to 2:05 p.m. and Grades 4 & 5 are
scheduled from 8 a.m. to 2:50 p.m. thus the school pedestrian volume for the a.m. period
will include all of the grades and the p.m. period will include grades K through 3. The
number of school pedestrians are assumed to be the same for each of the grades in the
afternoon as in the morning with grades 4 & 5 leaving school at a later time.
The projection is that there will be 152 school pedestrians in the a.m. period and 131 in the
higher p.m. period as illustrated on Table 1. As was noted in the assumptions, 30% of the
pedestrians are assumed to use the southerly crosswalk near the library /Civic Center
entrance and 70% will use the Casey Road Crosswalk. Thus, the a.m. period pedestrian
volume at Casey Road is 106 and during the p.m. period 92.

This is in reply to your letter dated March 16, 1998 which was received by fax on
March 26, 1998. In the letter you request the installation of a traffic signal at the intersection of
Highway 23 and Casey Road in the City of Moorpark. Attached to your letter is a study prepared
by Associated Transportation Engineers regarding signal warrants for the intersection.
We have reviewed your submittal. A signal can not be placed at an intersection unless at
least one warrant has been met. After review of the submittal, we believe that the School Area
Traffic Signal warrant can be met based on the projected enrollment of the school providing the
following conditions are met:
Sidewalk must be provided along the east side of Highway 23 northerly to the junction of
Casey Road.
2. The "Suggested Route to School" for children residing east of Highway 23 should be to
proceed north along Highway 23 and cross the highway at Casey Road.
The crosswalk on Highway 23 at the library/civic center should not be considered as part of
the "Suggested Route to School ", and therefore should be striped white and not yellow.
Casey Road will be the designated crossing for the school children, rather than the
library/civic center.
If those conditions are met, we believe that the projected enrollment of the school
will lead to a sufficient number of school related pedestrians crossing the highway at Casey Road
to meet the School Area Traffic Signal warrant. Additionally, the State would require flashing
beacons in advance of the signal for both directions of Highway 23.

If the School District wishes to proceed with the installation of a traffic signal at this
intersection, the State would allow it under Permit if the conditions are met that would lead to the
School Area Traffic Signal warrant being satisfied. Please indicate in writing the School District's
willingness to comply with those conditions. Upon receipt of that confirmation, the State will
draft a Cooperative Agreement between the State and the School District specifying the duties
and financial contributions of each party. The State intends to contribute 50 percent (50 %) of the
total costs of the project. The money would be available in the 1998 -1999 fiscal year.
The School District will need to prepare the contract for the signal installation. Prior to
the contract being approved for construction under permit, the School District would need to
have a Project Report for the proposed project prepared and approved. The contract plans would
have to be reviewed and approved prior to permit approval, and the Cooperative Agreement
would have to be executed prior to permit approval.

Thank you for your letter dated April 9, 1998. It concerns me that you did not receive my March
16, 1998 letter that was sent via U.S. Mail. The District will comply with the conditions noted in
your letter, however, we are requesting to defer the installation of the sidewalk south of Wicks
Road to a future date. At this point, the timeline is critical to get the signal light installed and if
we are required to install a sidewalk I fear that it may delay the installation due to acquisition of
a right of way. The District will begin the construction of the sidewalk as soon as possible after
the installation of the light. The critical item is the traffic signal.
Your consideration and approval of this request is appreciated. I believe that at this point we
must conclude the drawings and design work and receive approval from Cal Trans and then
begin the bidding process. Please clarify if additional steps or procedures must be followed.
