K53.241 -Por first reads TO: The Honorable City Council 11% FROM: Mary K. Lindley, Director of Community Services irC DATE: April 30, 1998 SUBJECT: Consider Ordinance No. , Amending Chapter 2.32, Parks and Recreation Commission, and Chapter 2.36, Planning Commission Background On April 1, 1998, the City Council reviewed recommendations from the Parks and Recreation Commission and Planning Commission regarding amendments to section of the City's Municipal Code that address the commissions. The Council directed staff to draft an ordinance (Attachment A) implementing its desired Code amendments to the Parks and Recreation Commissions duties and responsibilities. Additionally, the Council directed that the appropriate Code sections concerning the Parks and Recreation Commission and the Planning Commission be amended to incorporate applicable provisions of Resolution No. 98- 1454, Council Policies. Since the Council last discussed this item, staff identified an additional change for consideration. Upon a second review, the April 1, 1998, approved language change for the Parks and Recreation Commission's Duties and Responsibilities (2.32.090) proved to be duplicative of another existing provision. The language approved by Council for provision "F" was " when directed by the City Council, aid in coordinating the City's recreation and park services with the programs of the governmental agencies and voluntary organizations ". Provision "A" on Attachment A holds the same meaning. For this reason, staff proposes that language of provision "F ", as presented the Council on April 1, be deleted. Attachment B has been provided to illustrate the changes made to the Municipal Code in legislative format. Recommendation Staff recommends that the City Council introduce Ordinance No. , amending Chapter 2.32, Parks and Recreation Commission, and Chapter 2.36, Planning Commission for first reading.
