Traffenstedt, City Clerk :J)5-F DATE: May 5, 1998 SUBJECT: ITEM 10.F., CONSIDER RESOLUTION OPPOSING PROPOSITION 227, MAY 6, 1998, AGENDA Attached is a copy of a draft resolution, that Councilmember Perez requested be prepared, pertaining to Item 10.F. on the May 6 agenda. cc: Steve Kueny, City Manager RESOLUTION 98- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, OPPOSING PROPOSITION 227, THE RON UNZ INITIATIVE (ALSO KNOWN AS THE "ENGLISH FOR THE CHILDREN" INITIATIVE) WHEREAS, the Unz Initiative attacks local control by eliminating the ability of local school districts, teachers, and parents to determine the most effective methods to teach their own children; and WHEREAS, the Unz Initiative denies children under the age of ten additional English instruction if they test below average on English exams; and WHEREAS, the UNZ Initiative outlaws existing language programs that are proven successes; and WHEREAS, the Unz Initiative mandates a state - imposed "one - size- fits -all" method of teaching children language skills that can be amended only by a two - thirds vote of the Legislature and a Governor's signature or by another initiative; and WHEREAS, according to the impartial State Legislative Analyst and by its own wording the Unz Initiative will not save taxpayers one cent; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Council of the City of Moorpark opposes Proposition 227, the Ron Unz Initiative, also known as the "English for the Children" Initiative. PASSED, APPROVED, AND ADOPTED THIS DAY OF MAY, 1998.
