In December, 1997, the City was approached by the family of Margaret Sabine expressing their
desire to make a donation to one of the City's parks in memory of their mother who died in the
fall. Margaret Sabine was a long -time resident of the City and served as one of the City's initial
Parks and Recreation Commissioners. The family initially wanted to see their donation used to
purchase a bench, table or shelter for Monte Vista Park since Mrs. Sabine had special feelings
about this particular park. After staff indicated that the closure of Monte Vista Park was being
considered by the City Council, the Sabine family indicated an interest in directing its donation
towards Poindexter Park.
The Sabine family has raised approximately $5,325.00. Recently, one of the two wooden gazebos
at Poindexter Park was destroyed. Staff proposed to the Sabine family, that they consider
purchasing a new gazebo; the cost to purchase and install a gazebo is approximately $5,200.00.
The family has agreed that this would be an appropriate memorial gift to their mother.
The Parks and Recreation Commission reviewed the Sabine family's donation request at its April
6 meeting and concurred with stall's recommendation to allow the family to proceed with the
donation. It is also proposed that a small plaque be purchased and installed next to or affixed to
the gazebo denoting the donation. The cost of the plaque will be funded out of the family's
donation. Additionally, the family's donation will be recognized on the future donor board that
will be displayed at AVRC.
The steps identified above are consistent with the City's park donation guidelines which were
approved by the City Council on March 20, 1996. The guidelines approved included two
donation categories, memorial and general; the inclusion of a plaque to be located on or near the
donated item; and the installation of a donor board at AVRC. At that time, the Council directed
that the Parks and Recreation Commission consider and recommend names that would denote the
level of funding provided by the donating party; e.g., sponsor, friend, patron. Shortly thereafter,

the Director of Community Services position became vacant and the task of fully implementing
the park donation guidelines was never completed. The Parks and Recreation Commission is
scheduled to report to the Council in June with its recommendations for implementing and
promoting the park donation program. If approved by the City Council, the Sabine family
donation will be incorporated into the program.
Once the cost of the gazebo and accompanying plaque has been finalized, staff will present a
resolution authorizing a budget amendment for City Council consideration and approval.
Recommendation
Staff recommends that the City Council accept the Sabine family donation to fund the purchase
and installation of a new gazebo at Poindexter Park.
