Reynolds Jr., Administrative Services Manager DATE: May 14, 1998 SUBJECT: Re- Consider Co- Sponsorship of Fourth of July High Street Event At the May 6, 1998, City Council meeting, the Council directed staff to continue to work with the applicant Mr. Scott Green and assist where possible to coordinate an event for the 4' of July on High Street. The Council agreed to reduce fees consistent with other similar applications, and also consistent with other operations agreed to deny the request to co- sponsor the event. The issue of co- sponsorship continues to be pursued by the applicant. One of the primary reasons the Council denied sponsorship is because of the liability exposure to the City combined with a general feeling that several coordinating details needed to be finalized. One concern was the coordination of the ten and five kilometer runs which has been improved. Another concern is the use of City public outreach tools, which the applicant has also attempted to address. These issues are described in the attached faxes received the week of May 10. One final issue relates to security for the event. The cost provided in the last report for police services did not include police acting as security, and the applicant has not yet been able to secure volunteers. The police department requires one person at each road block for the duration of the event (four persons, at six hours each, or 24 total hours). Options include a continuing search for volunteers, paying for private security, working with the Sheriff Explorers, or paying for additional deputies. The availability of the Explorers is unknown at this time and may be difficult to schedule at this late date. The cost for providing deputies to do this will cost between $960 and $1,032, depending on the rank, and applying the contract cost. Staff has made some preliminary contacts with the City's insurance carrier regarding OWW3 possible additional coverage for the event. Based on these informal conversations using the descriptions available May 6, this coverage may be possible. This is because the "carnival" aspect of the event will be conducted by a company which will insure each ride it provides, naming the City and the applicant as an additional insured. If the City co- sponsors the event, the insurance premium for one day is estimated to be $300, and if not, the applicant can receive the same coverage from the City's insurance provider for $350. This is less than the $750 premium referenced in the applicant's attached letter, and it is not clear of this cost is for the day, or for a twelve month policy. Recommendation That the City Council uphold its decision of May 6 and deny the invitation to co- sponsor the Fourth of July event, take what ever action is deemed appropriate to assist with marketing the event, and offer to assist in obtaining insurance if the applicant so desires.
