SUBJECT: Approval of Professional Services Agreement for Planning
Consultant
Discussion: The City's Community Development Department is currently in the process
of reviewing and processing a number of major projects in the City. Current staffing is not
sufficient to process the various applications in a timely manner that would be beneficial
to the City and to the developer. It is proposed that the City enter into a professional
services agreement with Planning Corporation to provide assistance with the review,
coordination and processing of development applications and permits; to prepare and
review environmental documents and notices, condition compliance and mitigation
monitoring review; and to prepare related reports and documents. It will bet eh City's
standard agreement as used in the past for similar services. The City has used this firm
in the past on similar projects with satisfactory results. It is proposed that the firm would
be used to assist with the Moorpark Country Club Estates project, the proposed West
Pointe Homes, the proposed Specific Plan 10, and Pre - Application 98 -2 (Mike Sanders)
projects, among others. The developers have agreed to pay the cost of the consultant.
The Professional Services Agreement with Planning Corporation is for a one year period
beginning July 1, 1998, with the option for an extension. The contract rate for services is
$60 per hour. Developers will be billed at the current City staff rate of $86 per hour. The
consultant will work approximately 20 hours per week, with the actual hours to be
determined under the direction of the Community Development Director.
Provisions have been included in the recommended FY 1998 -99 budget for a consultant.
Action is requested at this time to allow the Community Development Director to schedule
work assignments among staff and the consultant.
Recommendation: That the City Council approve a Professional Services Agreement
with Planning Corporation for professional planning services and authorize the City
Manager to sign the Agreement.
