Z.0 •98 ACTION: =►'t" e TO: The Honorable City Council 1Zcs01u¢�rt Nos, g8-(4loo ► 114fo( FROM: Nelson Miller, Director of Community Developm' DATE: May 13,1998 (For the City Council Meeting of May 20,1998) SUBJECT: Request for Approval to Replace Existing Part -time Clerical Position With One - Half of a Full -time Clerical Position, Consider Adoption of Resolution No. 98- Amending the City's Classification Plan by Adding the Job Description for Clerk Typist and Rescinding Resolution No. 98 -1452 and Consider Adoption of Resolution No. 98- Amending the Salary Plan for Competitive Service, Noncompetitive Service and Hourly Employees, and Rescinding Resolution No. 98 -1453. DISCUSSION The Community Development Department has had a part-time clerical position authorized for several years. The present incumbent of that position has worked for Community Development for nearly two years. In the past, the turnover in that position has been less than twelve months. There is a benefit in savings from recruitment and training costs to retain persons for longer periods. The Moorpark Redevelopment Agency has also had a budget for a part-time clerical and it is proposed that a full -time position be shared between the Redevelopment Agency and the Community Development Department. The one -half full -time position will cost the Community Development Department approximately $5,000 more per year. There are sufficient savings in the Community Development Department current year personnel costs to cover the additional expenses this fiscal year and this has been included in the budget for fiscal year 1998/99. There is not currently a full -time Clerk Typist job description and salary range in the Classification Plan, which is also requested to be added. The recommended salary range is the same as for the part- time position. The job descriptions attached as Exhibit A to this resolution are accepted and included in the City's Classification Plan for all included employees in both the Non - Competitive and Competitive Service. SECTION 2. The City Manager shall have the authority to make temporary additions or deletions to the Classification Plan in the interest of efficient and effective administration of the Plan. Such alterations shall not become an approved part of the Plan until adoption by the City Council by resolution. SECTION 3. Resolution No. 98 -1452 is hereby rescinded. Specifications are not intended to reflect all duties performed within the job. DEFINITION To perform a wide variety of responsible, clerical duties in support of department and division staff; to participate in office support functions; to operate a switchboard and direct calls to appropriate staff, and to provide customer service to the public regarding City policies, procedures and programs. SUPERVISION RECEIVED AND EXERCISED Receives general supervision from assigned supervisor. ESSENTIAL AND MARGINAL FUNCTION STATEMENTS -- Essential and other important responsibilities and duties may include, but are not limited to, the following: , Essential Functions: Perform clerical duties in support of assigned division staff, recommend improvements in work flow, procedures and use of equipment and forms. Provide responsible staff assistance and support to assigned supervisor. As assigned, serve as a receptionist; operate a switchboard and screen all incoming telephone calls; transfer and direct calls to appropriate staff; take messages as necessary. 4. Type and proofread a wide variety of reports, letters, memoranda; type from rough draft or verbal instruction. Maintain records, files or data bases. 6. Provide customer service to the public on the phone and in person; greet visitors at the counter; refer visitor to appropriate person or department; respond to inquiries and complaints; provide information within prescribed policies and procedures. Provide information and forms to the public. OoOICUO Resolution No. 98- Page 41 Marginal Functions: Receive, sort and distribute incoming and outgoing mail; arrange for delivery of outgoing packages. Assist in a variety of department operations including purchasing ; perform special projects and assignments as requested. Serve as emergency response worker as necessary. 4. Perform related duties and responsibilities as required. QUALIFICATIONS Knowledge of: Operations, services and activities of assigned division and department. Principles and practices of customer service. Modern office procedures, methods and equipment. Basic letter writing and basic report preparation techniques. Principles and procedures of record keeping. Principles and procedures of filing. English usage, spelling, grammar and punctuation. Basic mathematical principles. Switchboard operating techniques. Ability to: Perform a variety of clerical support services. Interpret and explain policies and procedures. Prepare correspondence and memoranda from rough draft. Respond appropriately to citizen inquiries and complaints. Work independently in the absence of supervision. Operate and use modern office equipment including 10 -key adding machine, typewriter, fax machine or fax/modem, personal computer or terminal, printers and copiers. Type and/or enter data on a computer at a speed necessary for successful job performance. Work cooperatively with other departments, City officials and outside agencies. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Maintain physical condition appropriate to the performance of assigned duties and responsibilities. Maintain mental capacity which allows for effective interaction and communication with others. A typical way to obtain the knowledge and abilities would be: Experience: Two years of increasingly responsible clerical experience. Training: Equivalent to the completion of the twelfth grade. WORKING CONDITIONS Environmental Conditions: Office environment; exposure to computer screens. Physical Conditions: Essential functions may require maintaining physical condition necessary for sitting for prolonged periods of time; light lifting, carrying, pushing and pulling; kneeling, bending, stooping or reaching; handling, shipping and receiving of supplies; use of fingers; talking; hearing; near acuity. 0003.6Z RESOLUTION 98- A RESOLUTION OF THE CITY OF MOORPARK, CALIFORNIA AMENDING THE SALARY PLAN FOR COMPETITIVE SERVICE, NON- COMPETITIVE SERVICE AND HOURLY EMPLOYEES, AND RESCINDING RESOLUTION 98 -1453 WHEREAS, on April 1, 1998, the City Council adopted Resolution 98 -1453, amending the Salary Plan for Competitive Service, Non - Competitive Service and Hourly Employees and rescinding Resolution No. 98 -1450; and WHEREAS, the City Council has determined that an amendment to the Salary Plan is appropriate to create a full -time Clerk Typist position salary range. NOW THEREFORE THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. The corresponding salaries for the ranges established in Section 1 are attached as Bi- Weekly Salary Table 1. SECTION 3. The Salary Plan is based on a two and one -half percent by two and one -half percent structure with nine steps. The salary is based on a bi- weekly (80 hours) rate. The annual rate is calculated by multiplying by 26 pay periods. The monthly rate is calculated by dividing the annual rate by 12 months. The hourly rate is determined by dividing the bi- weekly rate by 80 hours. SECTION 4. Implementation of salary adjustments for positions noted in Section 1 shall be limited by the performance review system. Employees shall be evaluated on their anniversary date unless they have not received a merit performance review and associated salary adjustment for two years or more, in which case, they may be evaluated and considered for a salary adjustment to be effective at the salary anniversary date preceding July 1, 1997. SECTION 5. The implementation of the Salary Plan shall be applicable to the payroll period beginning May 28, 1998. SECTION 6. Resolution No. 98 -1453 is hereby rescinded.
