SUBJECT: Consider Resolution No.- 98_ , Amending the FY 1997/98 Budget
Allocating Park Improvement Fund , Zone 5 (212) for Repairs to Country
Trail Park
Background
As a result of the heavy rains experienced in Southern California in February, Country Trail Park
flooded to the point where the two playgrounds where totally submerged. A significant portion of
the Fibar surface in the larger of the two playgrounds washed away as the park drained. The City
is now faced with making repairs to the playground's surface. The City received two cost
proposals to replace the lost Fibar. The lower of the two proposals is for $5,068. FEMA will
reimburse up to $4,751 (this may change in the future to $5,068), the City must make up the
difference for the cost of replacing the Fibar.
When Country Trail Park was initially built, Fibar surface was installed in the larger playground to
accommodate handicapped users; the smaller playground contains sand. Fibar is a brand name for
a manufactured, all- natural wood fiber surfacing material. It is not mulch or bark. Fibar meets
Americans with Disabilities Act (ADA) requirements for accessability.
As you know, Country Trail Park was constructed within a flood basin. While Fibar is typically a
very economical way to address ADA requirements, in the case of Country Trail Park, the City
faces replacement costs not normally anticipated in a park when ever the basin floods ( Fibar and
other similar products float). In light of the potential for future flooding and the resulting repair
costs, staff looked into other surface options that would both better withstand extreme wet
weather and also meet ADA accessibility requirements. The use of rubber tiles is the most
practical alternative to a wood chip surface.
Rubber tiles are typically 2 feet square in size and are installed tile by tile on top of a concrete
base using a strong adhesive. While the initial installation is performed by a licensed contractor,
subsequent repairs can be performed by the City's in -house park maintenance staff. The
advantage of tile is that it is easy to repair and replace when necessary and will withstand
flooding. The disadvantage is that it costs more to install than Fibar, and from time to time the

tiles need to be reattached and/or replaced. However, if the City experiences heavy rains and or
flooding again, the rubber tiles could save the City money over time, particularly if a disaster
declaration is not made and assistance from FEMA is not available.
Staff proposes that the City replace the Fibar with rubber tiles. The attached plan (Attachment A)
shows where, within the playground, the tiles would be installed. The plan will allow the
playground to fully meet ADA accessability requirements. The remaining portion of the
playground would contain sand. Staff does not anticipate any problems with sand in flood
conditions, since sand does not float; in any case, sand can be replaced relatively inexpensively.
The cost to install rubber tiles is approximately $15,100; this includes the removal of the existing
Fibar and the installation of sand. FEMA will only reimburse the City the cost to bring the park
back to its original conditions; it will not fund improvements if those improvements mean
incurring additional costs. To fund the difference between the reimbursement the City expects to
receive from FEMA ($4,641) and the total cost of the project ($15,100), staff proposes allocating
$10,459 from the Park Improvement Fund. In 1996, the City required and received a check for
$11,000 from California Community Builders (CCB), the developer who built Country Trail Park,
as fees in -lieu of stubbing utility connections. It is highly unlikely that the City will proceed with
the installation of utilities in that park because of the nature of the park. In -lieu of utilities, staff
recommends that the fees received go towards the proposed playground surface improvements.
Country Trail Park is in Park Improvement Zone 5 (Mountain Meadows), which has
approximately $28,300 in assets (cash), including the $11,000 the City received from CCB. In
addition to assets, Zone 5 has outstanding loan obligations in the amount of approximately
$34,300 leaving a fund balance of $ <6,000 >. If the City Council approves staffs proposal to
proceed with the installation of rubber tiles and sand in the large playground, and appropriates
$10,459, the fund balance in Zone 5 will be approximately $<16,459 >.
The City Council is asked to adopt the attached Resolution amending the FY 1997/98 Budget
addressing the $10,459 from the Park Improvement Funds. The $4,641 to be received from
FEMA and expended as a park of this project has been addressed in a separate Agenda Report.
Recommendation (Roll Call Vote)
Staff recommends that the City Council adopt Resolution No.- 98_, amending the FY 1997/98
Budget appropriating $10,459 from the Park Improvement Fund, Zone 5 (212) for replacement of
the Fibar surface with rubber tiles and sand as outlined in the Agenda Report.

MOORPARK AMENDING THE FY 1997/98 BUDGET

FUND BALANCE (212), ZONE 5, FOR PLAYGROUND
SURFACE IMPROVEMENTS AT COUNTRY TRAIL PARK.
WHEREAS, on June 18, 1997, the City Council adopted the budget for Fiscal Year
1997/98; and
WHEREAS, a staff report has been presented to said Council requesting a budget
amendment in the amount of $10,459 from the Park Improvement Fund (Fund 212), Zone 5, for
playground surface improvements at Country Trail Park; and
WHEREAS, Exhibit "A" hereof describes said budget amendment and its resultant
impacts to the budget line item(s) and projected year -end fund balance(s).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
A budget amendment allocating $10,459 from the Park Improvement Fund (212), Zone 5,
to the Park Improvement Program budget and the transfer thereof from the Park Improvement
Program budget to the Capital Improvement Fund for expenditure as more particularly described
in Exhibit "A" attached hereto is hereby approved.
