MINUTES OF THE JOINT MEETING OF THE
CITY COUNCIL AND ARTS COMMISSION
Moorpark, California April 11, 2018
A Special Joint Meeting of the Moorpark City Council and Moorpark Arts Commission
was held on Wednesday, April 11, 2018, at 6:00 p.m. at the Moorpark Community
Center located at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
Mayor Parvin called the City Council to order at 6:05 p.m.
Chair Blaugrund called the Arts Commission to order at 6:05 p.m.
2. THE PLEDGE OF ALLEGIANCE:
Chair Blaugrund led the Pledge of Allegiance.
3. ROLL CALL:
Arts Commissioners: Commissioners DeHaz, Hoberg, Roullard and
Chair Blaugrund.
Absent: Commissioner Pugh.
City Council: Councilmembers Mikos, Pollock, Simons, Van
Dam, and Mayor Parvin.
Staff Present: Troy Brown, City Manager; Deborah
Traffenstedt, Assistant City Manager; Jeremy
Laurentowski, Parks and Recreation Director;
Chris Ball, Management Analyst, and Maureen
Benson, City Clerk.
4. PUBLIC COMMENT:
None.
5. PRESENTATION/ACTION/DISCUSSION:
A. Consider Status Report on Mission Statement, Priorities, Goals and
Objectives for Fiscal Years 2017/2018 and 2018/2019. Staff
Recommendation: Direct staff as deemed appropriate.
Mr. Brown gave a brief oral report.

The Council and Commission discussed: 1) Keeping the “Thin Blue Line”
artist on target for installation of the art piece for the Police Services
Center by August 2018; 2) Goal of having multiple art projects in progress
simultaneously; 3) Planning for an art piece in the Metrolink parking lot
expansion area; 4) Looking for more locations to place artwork such as
the corner of High Street and Moorpark Avenue near the Post Office;
inside and outside the new Library, and along trails; 5) Interactive art
pieces such as windmills, mobiles, or musical pieces; 6) Upcoming Multi-
cultural Arts Festival; 7) Creating a project priority list without constraints
or impediments and then another list with considerations for constraints; 8)
Examples of other cities’ use of art along ocean walkways or painted on
objects such as electrical boxes; and 9) Future Arts Commission agenda
item to discuss a Master Arts Plan.
On behalf of the City Council, Mayor Parvin thanked the Commission for
all they do for the community.
6. ADJOURNMENT:
Mayor Parvin adjourned the City Council meeting and Chair Blaugrund adjourned
the Arts Commission meeting at 6:42 p.m.
