SUBJECT: CONSIDER HIDDEN CREEK RANCH SPECIFIC PLAN (SPECIFIC PLAN NO.
8/SP- 93 -1), GENERAL PLAN AMENDMENT NO. 93 -1, AND ZONE CHANGE
93 -3 (PREZONING) , APPLICANT: HIDDEN CREEK RANCH PARTNERS

Discussion
At the meeting of June 10, 1998, the City Council continued the
discussion of the proposed project to June 17, 1998, to address some
remaining issues and questions, and also indicated that they would be
prepared to reach a decision on July 1, 1998.
Due to the changes which have been described in previous staff reports
and which have already been recommended by the Planning Commission and
staff, and modifications to the land use plan in response to Planning
Commission concerns, the Specific Plan document needs several revisions.
The City's consultant is proceeding to make these revisions to the
Specific Plan and will have revised copies of the Specific Plan
circulated prior to the July 1 meeting. If the Council wants to make
additional changes, these can be conditioned to be incorporated into the
Final Specific Plan document. One other issue, which has been discussed,
is the concept of Transferable Development Rights to provide a potential
mechanism for the preservation of existing agricultural lands which are
designated prime or unique. Staff will present information for
additional consideration for inclusion into the Specific Plan relating
to this.
In order for the City Council to take action on the Specific Plan and
related applications on July 1, the Council should direct staff to
prepare a resolution for approval or denial. If the intent is for
approval, a draft ordinance would also need to be prepared for the zone
change, and resolutions would need to be adopted to initiate the Sphere
of Influence amendment and annexation.
Recommendation
1. Direct staff to prepare a draft resolution for approval or denial
of the General Plan Amendment and Specific Plan;
2. Direct staff to prepare a draft ordinance for the prezoning if the
intent is for approval;
3. Direct staff to prepare resolutions for initiation of an amendment
to the Sphere of Influence and annexation of the properties covered
by the Hidden Creek Ranch Specific Plan; and
4. Continue the Item to July 1, 1998.
