FROM: Shelly Shellabarger, Recreation Superintendent) DATE: May 26, 1998 (City Council Meeting of June 17, 1998) SUBJECT: Consider Park Donation Guidelines (Continued From City Council Meeting of June 3, 1998) BACKGROUND: The Parks and Recreation Commission has been working with the City Council and staff to develop park donation guidelines since 1995. An Ad Hoc Committee was appointed by the City Council to develop park donation guidelines. The committee's recommendations were presented and approved by the City Council at its March 20, 1996 meeting. For various reasons, the guidelines were never implemented. In light of the passage of time and the city's changing financial situation, staff and the Commission have revisited this issue and worked to further refine the donation program. On February 2, 1998, the Parks and Recreation Commission appointed an Ad Hoc Committee to revisit the guidelines, review and make recommendations on revisions and implementation. These recommendations were presented to the Parks and Recreation Commission on May 4, 1998 and finalized for City Council consideration. This report serves to outline the recommendations of the Park and Recreation Commission and request City Council approval. DISCUSSION: Current Guideline Summary As initially approved by the City Council, the guidelines contain two categories which are for general donations and memorial donations. Memorials are made in memory of a Moorpark resident who was no longer living. All other donations fall into the general category. General donations are further distinguished by the financial size of the gift. At the time the City Council approved the current 00001 guidelines, the Parks and Recreation Commission was directed to propose names for the various gift levels. Memorial donations are not distinguished by their financial size. All donations are related to park improvements. Gifts are publicly recognized before City Council, at sponsored events and (in some cases) in outgoing publicity. Donations would also be recognized on a permanent board to be located at Arroyo Vista Community Park. The donor board costs would be included in the 1998/99 budget. Memorials may also include a plaque placed on or near the donated item. Commission Recommendations The Donation Guidelines Ad Hoc Committee, consisting of Chair Parvin, Commissioner Thompson, Mary Lindley and Shelly Shellabarger, met several times to discuss the development of a formal donation program for the City of Moorpark. The Ad Hoc Committee developed a number of new recommendations for the consideration of the Park and Recreation Commission on May 4. The following reflects the Donation Guideline recommendations from the Parks and Recreation Commission to City Council: ► Selection of a program title: The Committee identified that to market this program to the public, an attractive title would be helpful. The title "Park Partnerships" was selected. ► Refinement of the donation levels: The Committee reviewed the categories proposed in the March 20, 1996 City Council agenda report and developed more specific parameters for each category including category titles and donation ranges. ► Development of additional categories: The Committee also identified other ways individuals could donate and recommended two non -park related categories for donations to recreation scholarships and special events. These two categories are in addition to the Park Partnership program. ► Development of Gift Catalog: A Gift Catalog for the purpose of promoting the City's donation programs was recommended by the Committee. This document would outline the donation guidelines and restrictions of the program. Staff is in the process of developing the Gift Catalog. A draft of this document is attached to this () 0U_; U report (Attachment A). The Park Donation Guidelines as recommended by the Park and Recreation Commission, are summarized as follows: Park Partnerships The title Park Partnerships was established to refer to all park improvement donations including the Memorial and General Gift Categories. Memorial Donations: These are donations made in memory of Moorpark residents who are no longer living. The Commission recommended that Memorials also be accepted in memory of a non - Moorpark resident if made by a Moorpark resident. This recommendation differs from the guidelines previously approved by City Council. Upon further reflection, staff recommends that Council consider avoiding any restrictions to memorial donations. This would allow a non - Moorpark resident to donate in memory of another non - Moorpark resident. This change would allow the City the freedom to accept donations made by or in memory of a non - resident business owner or in other special circumstances which may arise. All memorial donors have the opportunity to request that a plaque be placed on or near the donated item. The cost of the plaque will be deducted from the donation. All memorials will be recognized by the Parks and Recreation Commission and City Council with a certificate and a plaque with the name of the individual in whose memory the donation is being made will be placed on the donor board at Arroyo Vista Recreation Center. Memorial donations are not differentiated by monetary level of donation. As previously approved by City wishes to donate funds for a t have the tree placed in one of groves (Arroyo Vista Community Park). A central board will be to hold the plaques. Council, anyone who ree will be encouraged to the City's two memorial Park and Poindexter installed in both groves General Park Partnership Donations: Three levels of donation were established for general Park Partnerships based on the dollar amount of the gift. Tentatively, 600016 these levels will be Gold ($5,000 and greater), Silver ($1,000 - $4,999) and Bronze ($350 - $999). All general Park Partnerships will be recognized by the Parks and Recreation Commission and City Council with a certificate and the name of the person making the donation noted on the donor board at Arroyo Vista Recreation Center. The minimal engraving cost will come from the donation. Under both categories, the City will negotiate the specific item to be purchased and it's location based on the needs of the parks and the wishes of the donating party. The City retains final approval of all items and placements and will make it clear to the donor that the City cannot be obligated to repair or replace the item if damaged. All general Park Partnerships will be channeled through staff which will bring the donation request to the Parks and Recreation Commission for consideration. In the event staff and Commission do not agree on items or placements, the matter will be referred to the City Council. The Commission also considered other ways in which individuals can donate to the City's parks and recreation programs. As the result, the Commission is proposing the establishment of a scholarship program to solicit and accept donations for special events and youth recreation programs. Recreation Scholarships This program was suggested to provide an opportunity for individuals or businesses to provide a valuable recreation opportunity for a needy child. Recreation Scholarship donations would be accepted in $25, $50, $100 and $1,000 denominations. Camperships ($39 -80) would be available for Camp Moorpark as well. The City will use the same criteria used for the MUSD school lunch program to identify individuals who qualify for class, event and camp scholarships. Event Sponsorships The development of a formal procedure and program for special event sponsorships is hoped to encourage and simplify donations which support city events. This category was structured to create an opportunity for all residents or businesses to become involved, 00LO17 including categories like Youth Event Sponsorship ($25), Family Event Sponsorship ($50), Organization Event Sponsorships ($100) and Business Event Sponsorship ($250). Names of all these donors would be posted on the Sponsor Board at all events. An additional Major Sponsorship category would be included for donations of $1,000 or more. All Major Sponsors would be listed in outgoing publicity provided the donation is received by the event publicity deadline date. RECOMMENDATION The Parks and Recreation Commission and staff recommend that the City Council approve the Park Partnership Donation Program, incorporating staff's proposed change to eliminate the resident restriction on memorial donations, and approve the establishment of the Recreation Scholarship and Event Sponsorship Programs. Recreation Scholarship You can provide a valuable recreation opportunity for a needy child. Recreation Scholarship donations are accepted in $25, $50, $100 and $1,000 denominations. Programs that child may enjoy could include gymnastics classes, dance, youth sports leagues, tennis or fine arts. You could impact an at -risk teen by sending him or her to Magic Mountain or sponsoring the girls soccer league run through Project Pride. Camperships An $80 donation will send a child to summer camp for one week (five days a week). $54 will send a needy child to camp for three days and $39 for two days.
