Lindley, Director of Community Services r June 8, 1998 (June 17, 1998 City Council Meeting) Consider Award of Bid for the Purchase and Installation of Playground Equipment for Glenwood Park On April 15, 1998, the City Council appropriated an additional $31,000 from the Park Improvement Fund for playground equipment improvements at Glenwood Park. The $31,000, combined with the $15,000 budgeted in the FY 1997/98 budget, brought the total funds available for the project to $46,000. Staff prepared bid specifications and distributed a Request for Proposal (RFP). Additionally, a bid notice was published in the newspaper. The RFP document identified the project as containing three components: Schedule 1 (base bid), equipment purchase and installation; Schedule II, removal and disposal of existing equipment; and Schedule III, installation of a wood fiber surface. By soliciting proposals in this manner, the City has the option of selecting whether or not to contract for the removal and disposal of the existing play equipment, and /or installation of the wood fiber surface depending on the cost of the proposals. A total of four contractors responded by submitting proposals as follows: Contractor Schedule I Schedule II Schedule III Total Ryco Construction $56,102 $6,600 $11,445 $74,147 Malibu Pacific Tennis Cts 44,800 4,000 11,000 59,800 Dynacon 39,990 5,000 9,500 54,490 Pacific Construction 46,630 5,500 4,600 56,730 Dynacon is the low bidder and its bid has been deemed responsive and complete. Staff proposes that the City enter into a contract with Dynacon for the purchase and installation of the play equipment only. The City's park maintenance crew will perform the removal of the existing equipment and the installation of the wood fiber surface. C:\DOCS\PARKS\GLENWOOD.AGD woog s As the Council may recall, the Parks and Recreation Commission identified a specific equipment design it was interested in for Glenwood Park. Specifically, the Commission favored play equipment that resembles a fort. In the RFP, contractors were asked to include the fort theme play equipment sold by Little Tikes or like equipment sold by another playground equipment firm. Recommendation Staff recommends that the City Council award the Glenwood Park playground equipment contract to Dynacon in the amount of $39,990, and authorize the City Manager to sign the contract on behalf of the City.
