SUBJECT: Consider Request to Restrict Traffic on Spring Road to
Facilitate Road Improvements
DISCUSSION
A. Closure of Spring Road South of Peach Hill Road
Due to the nature of the construction of the proposed
improvements on Spring Road south of Peach Hill Road, the
developer of the Carlsberg Specific Plan was advised that this
street segment could be closed during construction to better
facilitate both the construction activities and public safety.
The developer was advised that said closure could only occur
when and if the southerly portion of Science Drive was opened to
traffic so that it could be used as a DETOUR route. The
developer was also advised that southbound Spring Road traffic
south of Christian Barrett Drive would be required to be kept
open to avoid forcing eastbound traffic to turn left at the
uncontrolled intersection of Tierra Rejada Road and Southhampton
Road.
As stated above, the closure of the road was deemed necessary
and appropriate due to the nature of the required improvements
to be constructed on Spring Road south of Peach Hill Road. The
scope of that work includes:
• pave -out and widening to the east side of the street south of
Peach Hill Road;
• the construction of center medians; and,
• the reconstruction of the entire street along the frontage of
the Market Place development.
That portion of Science Drive south of Peach Hill Road, is
scheduled to be opened to traffic by July of this year. It is
the intent of the developer to immediately proceed with the
construction of the street improvements on Spring Road south of
Peach Hill Road, and to implement the road closure to facilitate
same.

B. Spring Road: Peach Hill Road to Bridge
1. Request for Full Road Closure: It had been the intent of the
developer to construct the required Spring Road street
improvements between Peach Hill Road and the Arroyo Simi
bridge, during the period when the road was to be closed by
the City's bridge reconstruction project. As you know, that
project has been delayed. The developer has advised the City
that it is not possible for them to defer these improvements
to the Spring and Summer of 1999. The developer (Simi - Conejo
Properties) has requested, therefore, that they be allowed to
close this segment of Spring Road to facilitate the
construction of the required street improvements to this
segment of the street.
2. Duration: The developer's construction schedule anticipates
the completion of the southerly section of Spring Road (S /O
Peach Hill Rd.) and the northerly section of Science Drive
(N /O Peach Hill Rd . ) by August 15th. They have requested that
they be allowed to close Spring Road between the bridge and
Peach Hill Road, when these street segments are complete and
opened to the public. They anticipate that the road will
have to be closed for approximately two months.
3. Scope of Work: The scope of the required street improvements
along the segment of Spring Road includes the following:
• the removal of the existing guardrail along the east side
of the street;
• the construction
of the street to
• the construction
sidewalks and a n
street;
• the construction
systems;
• modifications to
the intersection
• the construction

of street widening (curbs, gutters,

4. Two -Way Traffic Not Possible: Due to the above described
nature of the work, it will not be possible to maintain two -
way traffic on this street segment during construction, for
the following reasons:
• as stated above, the guardrails along the east side of the
road will be removed;
• construction personnel, materials and equipment will be
placed along the east side of the road during the widening
process;

• in order to protect both the driving public and the
construction workers, it would be necessary for the
contractor to place and maintain a K -Rail concrete barrier
wall along the westerly edge of the construction area;
• in order to provide an area wide enough to safely
accommodate the construction activity, the K -Rail will
have to be placed in a manner which will not leave enough
room for two lanes of traffic.
5. Raised Center Median: It should be noted that if the
construction of the raised center median were to be done
after the east side widening was completed, it may be
possible to perform this work with traffic open in both
directions and with no need for the placement of K -Rail.
6. One -Way Alternating Traffic: One option would be to allow
the one travel lane to be opened to both northbound and
southbound traf f is via the use of f lagmen or the installation
of a temporary traffic signal. This alternating traffic flow
would require a rather long staging area for southbound
traffic. This staging would be located north of the bridge,
in a highly congested area. The length of the staging area
is not long enough to accommodate the staged number of
vehicles anticipated. It is also likely that the traffic
congestion would back -up to and adversely affect traffic on
Los Angeles avenue. For these reasons, staff does not
recommend this alternative.
7. One -Way Only: One option would be to restrict traffic to
one -way only. If this option is selected, it is recommended
that the road be opened to southbound only. Staff is
recommending this option.
8. Complete Road Closure: K -Rail would not be required if the
developer were permitted to completely close the road during
the construction period. This is the developer's preferred
alternative.
9. Pedestrian / Bicycle Traffic: It should be noted that
pedestrian and bicycle traffic can and will be maintained
open during construction, in any of the alternates discussed
above.
C. Options
It appears that there are two options available to the City
Council.
1. One option is described a paragraph B -7 above -- the
restriction of traffic to one -way (southbound) only. This is
the option recommended by staff.

2. The other option is described a paragraph B -8 above -- the
complete closure of the street during construction. This is
the option requested by the developer.
D. Conditions
It is recommended that the developer be allowed to close Spring
Road to northbound traffic between the Arroyo Simi Bridge and
Peach Hill Road, subject to the following conditions:
1. The partial road closure shall not occur prior to the
completion of the construction of required street
improvements and the opening to traffic of the following
street segments:
a) Spring Road between Peach Hill Road and Tierra Rejada
Road; and,
b) Science Drive between New Los Angeles Avenue and Tierra
Rejada Road.
2. The preparation of all required Road Closure and Detour
plans, approved by the City and Caltrans.
3. Compliance with any and all other requirements of the City
Engineer related to the subject road closure.
4. Payment of all plan checking and inspection fees related to
the subject road closure.
5. Pedestrian and bicycle traffic shall be maintained open.
6. The closure shall be limited to eight weeks.
Staff recommends that, in order to facilitate the construction of
required street improvements, that the developer of the Carlsberg
Specific Plan be allowed to close Spring Road to northbound traffic
between the Arroyo Simi Bridge and Peach Hill Road, subject to the
conditions set forth in this report.
