SUBJECT: Consider Resolution No. 98- Rescinding Resolution
No. 96 -1228 and Re- Establishing Certain Parking
Restrictions on Peach Hill Road Between Spring Road and
Science Drive, as Set Forth in Resolution No. 93 -976
A. 1993 Action
In October of 1993 the City Council adopted Resolution No. 93-
976 (Exhibit 1) establishing certain parking restrictions on
Peach Hill Road and on Science Drive in and near the Carlsberg
development. Those parking restrictions provided for NO
STOPPING ANYTIME on the entire length of Peach Hill Road between
Spring Road and Science Drive, except for a six hundred feet
(6001) long on- street parking area (NO PARKING 10:00 pm to 6 :00
am) on the north side of the street just west of Science Drive.
These parking restrictions were put in place to facilitate the
safe use of the painted Bike Lanes on Peach Hill Road, in a
manner consistent with the parking restrictions on other
arterial and collector streets in the City with painted Bike
Lanes.
B. 1996 Action
In October of 1996 the City Council adopted Resolution No. 96-
1228 (Exhibit 2) revising the parking restrictions on Peach Hill
Road to provide for on- street loading and unloading of
passengers, and to allow the on- street staging of vehicles for
such purposes, in an effort to improve traffic circulation in
and around Mesa Verde Middle School. That action established an
on- street Loading Zone on the north side of Peach Hill Road [one
hundred forty feet (1401) long] and directed the replacement of
most of the NO STOPPING signs on Peach Hill Road with NO PARKING
signs to allow vehicles to stage on the street, without being in
violation of a NO STOPPING restriction. This action was deemed
to be appropriate for a "temporary" period, due to the fact that
Science Drive was a "dead -end" street at the future Science
Drive (except for construction traffic).

C. Temporary Measure
At the time the 1996 action was taken, it was noted that these
were only "temporary" measures and that the School District
would have to find other means to accommodate its traffic needs
when the "dead -end" status of Peach Hill Road came to an end.
Consistent with the requirements of the approved street
improvement plans and the City's Circulation Element, Science
Drive and Peach Hill Road have or will have painted Bike Lanes
and the NO STOPPING ANYTIME signs related thereto. The School
District was notified last January and again in June that these
changes were to occur.
D. Thru Traffic
The southerly portion of Science Drive (south of Peach Hill
Road) is scheduled to be opened to traffic in July or August of
this year. Immediately upon the opening of this street segment,
the southerly portion of Spring Road (south of Peach Hill Road)
will be closed and traffic will be "detoured" to use Science
Drive and Peach Hill Road. The volume of traffic on Peach Hill
Road will increase significantly when this detour is
implemented. For this reason, it is recommend that the use of
the street for on- street staging, drop -off and pick -up of
passengers be terminated at this time and the initial parking
restriction be re- established. The attached resolution will
enact these changes.
E. Detour
The closure of the southerly portion of Spring Road (south of
Peach Hill Road) is necessary to accommodate the construction of
street improvements to this street segment by the developers of
the Carlsberg property and the Market Place property (N /W corner
of Tierra Rejada Road and Spring Road). The scope of those
street improvements include:
• pave -out and widening to the east side of the street south of
Peach Hill Road;
• the construction of center medians; and,
• the reconstruction of the entire street along the frontage of
the Market Place development.
The detour plan will require southbound traffic south of
Christian Barrett Drive to be kept open during construction, to
avoid forcing eastbound traffic to turn left at the uncontrolled
intersection of Tierra Rejada Road and Southhampton Road. All
other traffic will be prohibited.

F. Closure of Spring Road North of Peach Hill Road
In a separate report for the July 18t City Council meeting, the
City Council will consider a request from the developer of the
Carlsberg Specific Plan for the closure of Spring Road between
Peach Hill Road and the Arroyo Simi bridge. As explained in
that report, that closure, requested for later this summer, is
also for the purpose of facilitating required street
improvements to Spring Road.
RECOIPII�+IENDATION
Staff recommends that the City Council adopt the attached
resolution (Exhibit 3) rescinding Resolution No. 96 -1128 and
reestablishing the parking restrictions set forth in Resolution No.
93 -976, which provide for No Overnight Parking along a designated
portion of Peach Hill Road between Science Drive and Spring Road
and NO STOPPING ANYTIME along all other areas of said street
segment.

RESOLUTION NO. 93 - 976
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, RESCINDING RESOLUTION
NOS. 87 -434 AND 88 -496 AND ESTABLISHING NO
STOPPING ANYTIME ZONES ON PORTIONS OF PEACH
HILL ROAD AND SCIENCE DRIVE
WHEREAS, pursuant to the authority granted by Section 22507 of
the California Vehicle Code, the City Council adopted certain
resolutions establishing certain parking restrictions on Peach Hill
Road; and,
WHEREAS, in that Section 2B of Resolution No. 87 -434 has been
superseded by Resolution No. 89 -622 and the remainder of parking
restrictions set forth in said Resolution are superseded by the
parking: regulations set forth herein, it is necessary and
appropriate to rescind said Resolution No. 87 -434 in its entirety;
and,
WHEREAS, in that the NO PARKING and NO STOPPING restrictions
established by Resolution No. 88 -496 on portion of Peach Hill Road
west of Spring Road have been superseded by recently adopted
Resolution No. 93 -946, it is necessary and appropriate to rescind
said Resolution No. 88 -496 in its entirety; and,
WHEREAS, it is necessary and appropriate to clarify and /or
establish parking restrictions on Peach Hill Road east of Spring
Road.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That Resolution Nos. 87 -434 and 88 -496 are hereby
rescinded.
SECTION 2. That there shall be NO PARKING between the hours
of 10:00 P.M. and 6:00 A.M. on the north side of Peach Hill Road
from a point approximately seven hundred sixty feet (7601) west of
Science Drive, easterly to a point approximately one hundred sixty
feet (1601) west of Science Drive, as generally described on
Exhibit "A" attached hereto and made a part hereof.
SECTION 3. That "NO STOPPING ANYTIME" zones are hereby
established on all other portions of Peach Hill Road between Spring
Road and Science Drive, as generally described on the aforesaid
Exhibit "A ".

SECTION 4. That "NO STOPPING ANYTIME" zones are hereby
established on both. sides of Science Drive from New Los Angeles
Avenue to Tierra Rejada Road, as generally described on the
aforesaid Exhibit "A".
SECTION 5. That, prior to the opening of said streets for
public use, the City Manager is hereby directed to have placed and
maintained the appropriate signs and /or curb markings giving notice
of these parking restrictions and regulations.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, AMENDING RESOLUTION
NO. 93 -976 PERTAINING TO PARKING RESTRICTIONS
ON PORTIONS OF PEACH HILL ROAD
WHEREAS, pursuant to the authority
the California Vehicle Code granted by Section 22507 of

WHEREAS, the City Council has determined that it is necessary
and appropriate to revise those parking restrictions.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
CALIFORNIA, DOES HEREBY RESOLVE MOORPARK
, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That Section 3 Of Resolution No. pertaining to the establishment of NO STOP ING zones on Portions of

RESOLUTION NO. 98 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, RESCINDING RESOLUTION NO.
96 -1228 AND RE- ESTABLISHING CERTAIN PARKING
RESTRICTIONS ON PEACH HILL ROAD BETWEEN SPRING ROAD
AND SCIENCE DRIVE, AS SET FORTH IN RESOLUTION NO.
93 -976
WHEREAS, pursuant to the authority granted by Section 22507 of
the California Vehicle Code, the City Council adopted Resolution
No. 93 -976 establishing certain parking restrictions on Peach Hill
Road between Spring Road and Science Drive; and,
WHEREAS, the City Council subsequently adopted Resolution No.
96 -1228 deleting and superseding Sections 2 and 3 of said
Resolution No. 93 -976, in order to provide, on a temporary basis,
on- street areas for the unloading and loading of vehicles, as well
as related VEHICLE staging; and,
WHEREAS, the City Council has determined that it is necessary to
terminate said on- street passenger loading activities and to re-
instate the No Parking and /or No Stopping restrictions set forth in
Resolution No. 93 -976 to properly provide for vehicular and bicycle
traffic safety.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That Resolution No. 95 -1128 is hereby repealed and
rescinded.
SECTION 2. That Section 2 and 3 of Resolution No. 93 -976 are
hereby reenacted and the parking restrictions set forth therein
are hereby reestablished.
SECTION 3. That said reestablished parking restrictions, as
generally described on Exhibit "A" attached hereto and made a part
hereof, are recapped as follows:
A. NO PARKING 10:00 p.m. to 6:00 a.m. on the north side of
Peach Hill Road from a point approximately seven hundred
sixty feet (7601) west of Science Drive, easterly to a
point approximately one hundred sixty feet (1601) west of
Science Drive; and,
B. NO STOPPING ANYTIME on all other portions of Peach Hill
Road between Spring Road and Science Drive.
