BACKGROUND One year ago the City eliminated the route deviation system for the City Bus and went to a "Dial A Cab" contract service. An Agreement with Thousand Oaks Cab Company was established based on informal services previously provided for disabled passengers residing beyond a t/4 mile of the fixed route. This firm also provides a similar service in the City of Thousand Oaks, and this enables through service for disabled persons wishing to travel to Thousand Oaks. The majority of these trips are for medical purposes. The Dial A Cab service has proven to be an improvement for both the disabled paratransit customers, and the regular City Bus riders. On time performance of the fixed route bus has improved, and there is greater flexibility in pick up times and more direct transport for the disabled passengers. This program helped to lower the overall costs per passenger this year for the transit system. T.O. Cab will be eligible for a modest cost of living increase of 1.2% (the April to April CPI) with the contract extension. Sufficient funds were allocated in the Fiscal Year 1998 -99 transit budget for this contract. There is no need for an additional allocation if this item is approved. The Council will recall that the paratransit program is a federal mandate of the Americans with Disabilities Act. It requires that accessibility provisions be made for transit systems, government offices, and many private facilities. The concept in this case is that the paratransit Dial A Cab service will provide curb to curb service (with to the door assistance) to those persons who are certified as being unable to access and use the regular bus system. Persons with a disability may apply to the Ventura County Transportation Commission (VCTC) for certification. Once VCTC has verified their eligibility, VCTC informs the City, and the City issues the person an ID card. There is national reciprocity, so a Moorpark ADA ID card is valid for any transit system anywhere in the United States, its possessions and territories. Although paratransit services may cost considerably more than regular bus service, federal law prohibits charging any more than double the regular fare for the paratransit service. In Moorpark, the regular bus fare is 75¢, and the paratransit fare is $1.50. RECOMMENDATION Staff recommends that the Council approve exercising a one -year option to the Agreement and direct staff to execute an option instrument.
