SUBJECT: Consider MUSD Request for Parking at Arroyo Vista Community Park
Background
The City is in receipt of a letter from the Moorpark Unified School District Superintendent
(Attachment A) requesting the use of Arroyo Vista Community Park for parking.
Additionally, the letter indicates that the District plans to construct an unpaved parking lot on
District owned property, on the north side of the park access road, in the proximity of the
football stadium. Because there was a need to respond to the request prior to the City
Council's September 16 meeting, the City Manager granted temporary approval to the
District through September 18 (Attachment B).
Temporary Overflow Parking
Specifically, the District is requesting space along the south side of the park access road and
the first parking lot to serve as temporary overflow parking for Moorpark High School
students. The District proposes to use these areas between the hours of 7:00 a.m. and 3:00
p.m., Monday through Friday (when school is in session).
Currently, both sides of the access road, west of the first parking lot, are posted "No Stopping
Anytime ". The access road can accommodate parking along the curb without interrupting the
flow of traffic. However, parking along the curb will eliminate the use of the striped bike
lane. In the past, the City has allowed temporary parking along the road, just east of the last
curve, for special events and some High School activities. For the past two years, the High
School has obtained a Park Encroachment Permit from the City which identifies the school's
obligation to bag the existing parking restriction signs and post warning signs.
In City staff's opinion, the District's request to park along the south side of the access road
can be accommodated without impacting the community's access to, and/or use of, the park.
However, the temporary use of the first parking lot could impact the use of AVRC.
Throughout the day, residents access AVRC to register for recreation programs, rent park
facilities, and to conduct other related business. Additionally, on occasion, rooms at AVRC
are rented by community groups such as the Women's Fortnightly and the Moms Club. To
ensure that residents and community groups have access to available parking at AVRC, it is
recommended that the City provide a limited number of spaces (18) in the first parking lot.
The designated spaces should be those furthest away from the Center.

If the Council elects to approve MUSD's request, it is recommended that the City require an
Encroachment Permit which, in addition to the provisions traditionally contained in the Park
Encroachment Permit issued to MUSD each year for temporary parking allowances, would
obligate the District to pay for all costs associated with the purchase and installation of new
parking restriction signs that identify sections of the south side of the access road and specific
spaces in the parking lot for High School parking between the hours of 7:00 a.m. and 3:00
p.m. MUSD would also be required to post warning signs about the temporary unavailability
of the bike lane and the need to walk bikes. Additionally, MUSD would be obligated to
monitor the overflow parking situation to ensure that only permitted students are using the
spaces, and that only the designated spaces, as approved by the Council, are being used.
Construction of Additional Parking
As stated above, MUSD also plans to construct two new parking lots on District owned
property, on the north side of the access road. Currently, MUSD plans to leave the parking
lots unpaved, similar to the unimproved lots at AVCP. However, the Public Works Director
has indicated that he plans to require that the ingress and egress aprons to the lots be
improved and that a minimum area immediately inside the parking lots be lined with gravel
as a condition of the Encroachment Permit. The Encroachment Permit would also require
MUSD to reimburse the City for any extraordinary sweeping costs for the access road until
such time as the lots are paved. All indications are that MUSD plans to proceed with the
grading of the parking lots as soon as possible.
If the City Council approves MUSD's request, staff will draft a resolution for consideration
at the October 7 meeting, amending the existing parking restrictions for the AVCP access
road.
Recommendation
Staff recommends that the City Council:
Approve the request from Moorpark Unified School District to use the south side of
the AVCP access road and 18 spaces in the improved lot at AVCP for student
parking, Monday through Friday, between the hours of 7:00 a.m. and 3:00 p.m.,
through June 30, 1999;
2. Require MUSD to reimburse the City for its cost to purchase and install new parking
restriction signs consistent with the Council action;
Authorize the City Manager to impose additional or modified conditions to facilitate
implementation of the City Council approved action; and
4. Direct staff to issue a Park Encroachment Permit outlining MUSD's obligation
including, but not limited to, covering and uncovering the parking restriction signs
(until permanent signs are installed), posting warning signs, and monitoring the use
of the access road and AVCP parking lot by permitted students.

1 appreciate our discussion this morning regarding variotlS issues of interest to the District. The
purpose of this communication is twofold. The first is to request your assista.nce'in seeking
immediate approval of a temporary encroachment permit for Moorpark High School student
parking along the south side of the Arroyo Vista Park Access Road to be activated daily,
Monday through Friday, 7 :00 a.m. — 3:00 p.m, The second is to IVC]uest formal action by the
City Council at your next regularly scheduled meeting for approval ofthis request. Additionally,
it is requested that parking be permitted in the parking lot adjacent to the Arroyo Vista
Recreation facility during the same time fame. This second request is for the 1998 -99 school
year.
The School District is in the process of reviewing plans for the installation of unpaved parking
and fencing on District property adjacent to the north side of the Access Road that will require
the construction of two driveway aprons along the Access Road. T have asked [district Business

Dear Dr. Duffy:
I have been asked to respond to your request to provide overflow parking at Arroyo Vista Community park
(AVCP) for Moorpark High School students. Since the City Council will not have an opportunity to
consider the District's request until its meeting on September 16, and the District is in need of additional
parking space beginning September 8, this letter serves to grant temporary approval through September 18.
The City of Moorpark agrees to grant MUSD use of the south side of the AVCP access road east of the
curve and 18 spaces within the first parking lot at AVCP, as more specifically identified on Exhibit 1, for
student parking. This approval is limited to weekdays when school is in session, between the hours of 7
a.m. and 3 p.m. It is the City's understanding that the District will assign a campus supervisor to provide
general oversight of the access road and AVCP parking lot. Similar to the Park Encroachment Permit
issued to the High School each year for use of the access road, the District must adhere to the following
provisions:
• All parking restriction signs in the Temporary Parking areas shall be covered by MUSD staff prior
to 7 a.m. each day the Temporary parking area is to be used. All sign covers, along with any tape
or other means of attachment, shall be removed from all parking restriction signs and poles by
3 :30 p.m. each day.
• Each day the Temporary Parking area is used, Warning Signs shall be placed at the beginning and
the end of each temporary parking area as shown on Exhibit 1. Warning Signs will be affixed to a
barricade. The signs and barricade shall be placed in the street adjacent to the curb, at the locations
indicated on Exhibit 1.
• All required Warning Signs shall be obtained from the City. MUSD shall pick up signs at the
City's Public Works Yard and return the signs by September 21, 1998, unless this approval is
extended beyond that date.
• MUSD shall be responsible for the Warning Signs. Any lost or damaged sign will be replaced at
MUSD's cost. The cost to replace the signs is $100 per sign.
• One `BEGIN TEMPORARY PARKING ZONE — BIKE LAE CLOSED -- WALK
BICYCLES" sign (Sign X) affixed to a barricade, shall be placed at the beginning of each
Temporary Parking area as shown on Exhibit 1.

• Warning Signs shall be placed and removed at the same time the bagging of parking restriction
signs is performed.

• MUSD shall provide a staff person to supervise and monitor student use of the access road and
AVCP parking lot.
Additionally, MUSD must provide the City with an Insurance Certificate naming the City as additionally
insured, and sign the attached Indemnification and Hold Harmless Statement provided by the City.
