This project was continued from the Council meeting on March 18,
1998 for the purpose of having the applicant resubmit a Modified
Option "C" for a directional exit only curb -cut along Los Angeles
Avenue with a driveway apron subject to final review and approval
by the City Engineer and Caltrans.
Discussion:
The applicant has subsequently submitted a modified option "C"
along with a letter from their traffic Engineer addressing the
feasibility of the proposed driveway. Although Caltrans has not
provided specific comments as to the geometrics of the proposed
option, it is staff's experience that Caltrans will require the
driveway apron to be perpendicular to Los Angeles Avenue, within
Caltrans right of way. The directional exit would be on the Shell
station property behind the State's right of way. The driveway
has been designed for right turn egress only (See attachments).
To discourage left turn ingress from Los Angeles Avenue, staff
would recommend a physical barrier. Because Caltrans will not
allow a raised median it is suggested that oversized raised
pavement markers be utilized.

Recommendation:
Adopt Resolution No. approving a directional exit only curb -cut
along Los Angeles Avenue with the condition that oversized raised
pavement markers be installed on the median in Los Angeles Avenue
to discourage illegal left turn ingress into the driveway. All
plans are subject to final approval of Cal Trans and the City
Engineer.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA APPROVING MINOR MODIFICATION NO. 13 TO CPD 89-
2 LOCATED AT THE NORTHWEST CORNER OF LOS ANGELES AVENUE
AND PARK LANE (301 W. LOS ANGELES AVENUE) ON THE
APPLICATION OF SHELL OIL COMPANY FOR THE INSTALLATION OF
A DIRECTIONAL EXIT -ONLY CURB -CUT ON LOS ANGELES AVENUE
WHEREAS, on November 18, 1997, the applicant filed Minor
Modification No. 13 to CPD 89 -2 requesting two curb -cuts along Los
Angeles Avenue for ingress and egress at 301 West Los Angeles
Avenue; and
WHEREAS, at its meeting on March 18 and September 16,
1998, the City Council discussed the applicant's requested Minor
Modification and made a decision on the matter.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council has determined that the
requested Minor Modification is categorically exempt from CEQA
requirements as a Class 1 exemption for minor alterations.
SECTION 2. The Council approves Minor Modification No.13
to CPD 89 -2, Option "C" Modified, approving a directional exit only
curb -cut along Los Angeles Avenue in accordance with Exhibit A
attached, subject to the condition that Caltrans- approved oversized
raised pavement markers be installed on the Los Angeles Avenue
median. Final plans are subject to review and approval by
Caltrans, the City Engineer and Director of Community Development.
PASSED, APPROVED, AND ADOPTED THIS 16TH DAY OF SEPTEMBER, 1998.

Dear Mr. Ghaderi:
In response to your request, we have reviewed the proposed exit only driveway on Los Angeles
Avenue in Moorpark. The driveway would be 18 feet in width and at a 45'angle from being
perpendicular to the northerly curb line of Los Angeles Avenue.
A review was made of the proposed geometrics utilizing the design passenger vehicle of AASHTO.
It was found that the geometrics would accommodate a vehicle approaching from any direction on
the station site. In addition, the turn onto Los Angeles Avenue could be made entirely within the curb
lane.
The alignment is similar to that of a channelized turn lane. Reference is made to Figure 405.4 "Traffic
Island Designs" of the Caltrans Highway Design Afunrral This design has been widely utilized to
restrict driveway exits to right turns. The design is also illustrated to serve this function in the

recommended practice.
