SUBJECT: 1998 BUDGET PROCESS
DISCUSSION:
As you know, the 1999/2000 Fiscal Year City of Moorpark Budget is
going to provide this City Council with unique challenges. While
I truly appreciate Mayor Hunter and Council Member Wozniak's work
on prior budgets, I feel it is unfair and unwise to ask the two of
them to struggle with the challenges of this budget without the
input of the rest of the City Council on an ongoing basis.
I'm not implying that there is anything wrong with our current
budget process or that the existing Budget and Finance Committee
can't do the job. In fact, I believe quite the opposite to be
true. However, I do believe there are significant advantages that
can be achieved by having the entire City Council work on next
year's budget together.
Once the severity of the existing budget situation subsides, the
Council can return to our normal budget process of having the
Budget and Finance Committee provide the primary work of reviewing
the City Manager's proposed budget. Until that time, I recommend:
1. We direct that the Budget and Finance Committee not review the
draft budget and use the full City Council in their place.
2. The City Council establish a time during each regular meeting
for budget review or at special meetings.
