Lindley, Director of Community Services','l�b DATE: September 8,1998 (CC Meeting of September 16) 3o8.ao(8) ITIENI 11 • f 0 CITV OF MOORPARK, CALIFORNIA City Council Meeting of g ACTION: r o v ed NMI SUBJECT: Consider Request From Kiwanis of Moorpark to Waive Park Rental Fees for Softball Tournament Executive Summary The City Council is being asked to consider a request from the Kiwanis of Moorpark to waive park rental fees for a Softball Tournament it plans to host on the weekend of November 7 and 8. The fee waiver request includes use of four softball fields, four sets of softball bases, and equipment used to prepare the fields. Additionally, the Kiwanis Club is also requesting permission to operate temporary concession stands during the tournament. Approval of the request would be consistent with previous actions taken by the City Council for past softball tournaments sponsored by Kiwanis for the purpose of raising funds for community programs. Background The Kiwanis of Moorpark Club is planning a Girls Softball Tournament in conjunction with the American Softball Association, and which will take the place of their Annual Men's Tournament sponsored by the Club in past years. Kiwanis plans to hold the Tournament on the fields at Mountain Meadows, Peach Hill, Campus Canyon (Saturday only) and AVCP (Sunday only) between the hours of approximately 7 a.m. and 7 p.m.. This Softball Tournament serves as a major fundraising event for the Kiwanis Club. The proceeds raised from the event go to support a variety of City and community projects throughout the year, including the City sponsored Easter Egg Hunt, Halloween Festival, and senior citizen program, in addition to high school scholarships, Catch a Star Christmas program, and Teacher of the Year, to name a few. As has been in the past, the Kiwanis Club plans to perform all field preparations using the City's equipment. It will also purchase or reimburse the City for expendable items such as chalk. It is anticipated that no City staff time will be required. If however, it turns out that the City does incur staff or other costs, such as lights at either AVCP or Peach Hill Park, Kiwanis will reimburse the City for said costs. Recommendation Staff recommends that the City Council approve the request from the Kiwanis of Moorpark to waive park rental fees associated with their Girls Softball Tournament, provided that they pay any direct costs incurred by the City, and grant permission to operate temporary concession stands.
