MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Captain John Reilly, Moorpark Police Chief DATE: 10/17/2018 Regular Meeting SUBJECT: Consider the Purchase of Two Volunteer in Policing Vehicles and Resolution Amending the Fiscal Year 2018/2019 Budget to Fund the Purchase BACKGROUND The Moorpark Volunteers in Policing Unit (VIP) began in 1992. Since the inception of the program, hundreds of dedicated Moorpark residents have volunteered to assist the Moorpark Police Department with a variety of law enforcement related tasks. The tasks include but are not limited to: Traffic control, parking enforcement, report writing, extra patrols, vacation house checks, station tours, community outreach, administrative / front office support, vehicle maintenance and working several city sponsored community events. Every volunteer who enters the program and is accepted goes through a lengthy interview and background process followed by a rigorous training program that generally last between three and four months. The Moorpark VIP Program consists of one Volunteer Coordinator supported by the Administrative Sergeant. At the end of 2017, (last full yearly report) there were twenty-one volunteers who worked a total of 4,343.5 hours. DISCUSSION The Moorpark VIP Program is supported by two city owned and maintained police support vehicles. The first vehicle is a 2008 Dodge Charger and the second vehicle is a 2009 Ford Escape. Both vehicles have been experiencing increased maintenance costs during the last fiscal year. Law enforcement related vehicles generally have a life span of approximately three to four years due to the high use placed on them as part of the nature of public safety work. The City has budgeted for the replacement of these two vehicles. Based on the totality of the circumstances, the time has come to replace the vehicles.
