Lindley, Director of Community Servic DATE: October 1, 1998 BY: SUBJECT: Consider Request for Waiver of Park Rental Fees (Garza) Background The City is in receipt of a request from Blanca Garza (Attachment A), who manages a woman's adult soccer team. Additionally, Ms. Garza's husband manages a men's adult soccer team. Ms. Garza is requesting that the City waive park rental fees for Peach Hill Park, so that both the woman's and men's teams can practices. The teams would like to use the soccer field that is east of the basketball court and north of the softball field. Ms. Garza is requesting that they be allowed to rent the park facilities on Tuesdays and Thursdays, between 6 p.m. and 8 p.m. During standard time, they also would like to use the lights to help light the soccer field to that they can practices later into the evening. Under the City's current park rental fee schedule, the cost to rent a soccer field for a Moorpark resident is $5.00 an hour, and the use of the softball field lights is $15.00 an hour. The total cost to the adult soccer teams would be $25.00 per day. At this time, the City Council has only entered into Use Agreements with the major Moorpark youth sports organizations. The organizations use the parks for $1 per year, but they are obligated to perform certain maintenance and repair work and to make improvement at their costs. The use of softball field lights is not included in any of the use agreements. Waiving the park rental fee for the adult soccer teams has never been done in the past, and while the amount to be waived may not be significant, it would set a precedent for other groups and individual teams that wish to use City parks for practices. Park rental fees serves the purpose of reimbursing a small portion of the costs the City incurs for the use of its parks. With the lost of the Park Maintenance Assessment District, this would not appear to be the time to waive rental fees for this type of a purpose. The practices are held twice a week. Because of the change in daylight, it is necessary for us to find a location with lighting. We are requesting to formalize a contract to use the facilities on Tuesdays and Thursdays from 6:00 p.m. — 8:00 p.m. at Peach Hill Park. The lights would be needed from 7:00 p.m. — 8:00 p.m. My husband manages "Leon," a team in the Ventura County Soccer League consisting of men age 18 +. They are currently commencing their sixth season and are a team in Division Mayor. I manage "Silver Bullets," a team in the Adult Soccer League of 5imi Valley, consisting of women age 18 +. The team recently formed and is in Division B. This is the first year "silver Bullets" is playing soccer. Both teams represent Moorpark throughout the County of Ventura. The majority of the players including my husband and I, are long time residents of the community of Moorpark. Thank you for your consideration and your prompt attention to this request.
