SUBJECT: Consider 1) a Request for a Change to the Parking
Restrictions on University Drive, Milne Court & Trollope
Court from "One Hour Parking -- City Permits Exempt" to
"No Parking -- City Permits Exempt"; and 2) Adoption of
Resolution No. 98- Amending Resolution No. 90 -634
to Implement Said Request
EXECUTIVE SUMMARY
1. This report presents a request from the Campus Hills Homeowners
Association that the parking restriction signs on the subject
streets be changed from "ONE HOUR PARKING -- PERMITS EXEMPT ", to
"NO PARKING -- PERMITS EXEMPT."
2. Approval of this request will require the adoption of the
attached Resolution (Exhibit 4) which amends Resolution No. 90-
634 to effect the above described change.
3. The street segments subject to this proposed action are shown on
the diagram attached to the Resolution (Exhibit 4), and listed
as follows:
• south end of University Drive [East leg];
• south end of University Drive [West leg];
• Trollope Court; and,
• Milne Court.

1. On September 25, 1997, there was a meeting between City staff, a
Moorpark Police Department representative, Moorpark College
staff, the Campus Hills HOA and certain local residents, to
discuss the off - campus student parking problem. A summary of
some of the points made at that meeting is attached as
Exhibit 2.
2. In September of 1997, Petitions were circulated by a number of
residents in the Campus Hills Area. The City Council was
previously provided with copies of those materials. A summary
of some of the points raised in those petitions is set forth in
Exhibit 3.
3. On October 15, 1997, and again on November 5, 1997, the City
Council considered this matter. Input was received from a
number of residents in the affected area. After considerable
discussion the City Council directed staff to send a letter to
the Campus Hills Homeowners Association requesting that they do
the following:
a) review the issues mentioned in each of the petitions;
b) review the concerns raised by other home owners and
residents in the affected areas;
c) review and evaluate the effectiveness of the various
solutions which have been offered and considered;
d) seek further input regarding the problem and possible
solutions; and,
e) develop a set of recommended actions for either the City
or the College to consider.
4. The HOA has hosted a number of meetings to discuss this matter,
and has developed a recommendation which a) is supported by the
properties most affected, and b) is believed to be an action
which will address (at least to some degree) the problem. The
remedy recommended by the HOA is explained in a request letter
attached as Exhibit 1. The action required to implement the
HOA's request is set forth in the resolution attached as
Exhibit 4.
DISCUSSION
A. Existing Conditions and Concerns
1. Parking Shortage: There are 13,000 students enrolled at
Moorpark College. Although not all of those students attend
the campus at the same time, the 3,000+ parking spaces on
campus appear to not be a sufficient to serve the number of
students who do attend on a typical day. This fact is
particularly true at the beginning of each semester when

enrollment is at its highest. The College has stated that,
except for these peak periods, there are sufficient parking
spaces available on campus.
2. New Parking Areas: In an effort to address this problem the
College recently completed the construction of a number of
new parking facilities. The College is also looking to add
even more parking spaces in the very new future. In
addition, the College has verbally asked that the City
consider allowing parking in the Bike Lanes on Collins Drive
for a month or two at the beginning of each semester.
3. "On Campus" Parking Permits: The College requires students
to purchase a $30 per semester parking permit in order to
park their vehicles on campus. Many students choose not to
pay this fee and park off campus on City streets. The
College has been asked to reevaluate this policy in light of
the problems it is causing the residents in the area.
4. Convenience Parking: Many of the City streets are closer to
a classroom than the more remote campus parking lots. Many
students prefer to park on a "more convenient" City street
than in a remote parking lot.
5. Parking Structure: In that the parking needs of the campus
far exceed current capacity, it would appear that the only
long term viable solution may be for the college to construct
one or more parking structures. The ability of the College
to obtain the resources for such a project is of concern.
6. Parking Violations: Even with the additional parking areas
on campus, during the first month of the current fall
semester college students have parked their vehicles
throughout the "Permit Only" parking area, in violation of
posted signs. This practice has continued in spite of the
fact that over one hundred (100) citations per week were
issued during the first few weeks of the Semester. The
writing of citations seemed to have little effect. The
drivers of the cited vehicles ignored the signs. Staff has
some concerns that the proposed revised signs might also be
ignored.
7. Parking Enforcement: Parking enforcement is provided by both
Police Cadets, under the direction of the City's Police
Department (County Sheriff), and by the City's Parking
Enforcement Officer / Crossing Guard Supervisor. Prior to
the beginning of the school year for the Moorpark Unified
School District (MUSD), the City's Parking Enforcement
Officer was able to write a great number of citations in the
area adjacent to the College. However, when the school year
began Crossing Guard responsibilities required a reduction in
the number of hours devoted to parking enforcement.

8. Increased Enforcement: The City has received requests for an
increased level of parking enforcement in these problem
areas. Some of the options available for increasing the
level of parking enforcement include the following:
• Added Resources:
a. additional police cadets;
b. use of crossing guards during off -hours
c. added personnel (possible part -time or shared with other
responsibilities) ;
• Reallocation of Existing Resources (such action would
result in a reduced level of service in the affected
program):
a. use of vector control personnel;
b. use of Public Works intern;
c. use of other Public Works field personnel.
9. Parking in Other Areas: It should also be noted that college
student parking has extended beyond the limits of the
existing "Permit Only" parking area. Such parking has not
only extended into areas within the Campus Hills HOA which do
not yet have any parking restrictions, but has also extended
into areas outside of the HOA (Benwood Drive area and Delfen
Street area.). Within recent months staff has not received
any formal requests for action to be taken with regard to
these activities.
10. TOW AWAY Zone: The current parking restrictions near the
College do not include provisions for TOW AWAY. The
tentative action considered by the City Council last
November, included a possible change to allow for the towing
of vehicles. "Tow- Away" provisions have not been requested
by the HOA.
B. Committee Review
On September 28th the Transportation and Street Committee
(Councilmembers Rogers- Teasley and Evans) discussed this matter.
At the request of staff, the HOA sent notices to all of the
property owners and residents within the HOA advising them of
that meeting. Five residents from the Campus Hills HOA attended
that meeting. Also in attendance were representatives for
Moorpark College.
After a full discussion of the various issues surrounding this
matter, the Committee recommended that the HOA's request be
forwarded to the City Council with a recommendation of approval.
The Committee did, however, schedule a special meeting for
Monday October 19th to allow for further discussion prior to the
proposed City Council action.

C. Notice
The Campus Hills HOA has been asked to again notify all of the
property owners and residents within the HOA, that this matter
will be discussed by the Transportation and Streets Committee on
October 19th, and the City Council on October 21st.
Also, at the request of the Transportation and Streets
Committee, letters have been sent to the owners of all of the
properties fronting the proposed revised parking restrictions.
D. Respond to Request Only
It is the recommendation of staff that the City Council take no
action beyond that which has been requested by the HOA. Even
though the proposed action is fairly limited in scope, it is
alleged to have the support of those affected. When a more far
reaching effort was considered by the City Council last Fall, it
evoked a number of conflicting responses. Accordingly, the City
Council asked that the HOA work to develop a recommended action
which had consensus support. Those efforts have yielded the
action being proposed herein. Should further requests for
action on this matter be received which can be shown to have
consensus support from the parties affected, such requests will
be brought forward for consideration.

The parking restriction signs initially installed in the Campus
Hills HOA was done at the request of, and was funded by, the
HOA. It is recommended, therefore, that, if the subject request
is approved, that City costs for sign replacement also be funded
by the HOA. The attached resolution states that the signs will

payment of the above costs. Enforcement of the revised parking
restrictions would not occur until after the revised signs are

In March, 1998, I contacted you on behalf of Campus Hills to request your assistance in posting
"Permit Only" parking signs in areas of our Association. In my letter to you, I told you I was
enclosing copies of petitions and maps for the specified streets. Unfortunately, as you advised
me in a letter dated 3/32/98, the petitions and maps were not forwarded to you with my original
letter.
I am now enclosing the petitions and maps relating to the areas we would like to see posted as
"Permit Only ". I apologize for the error on my part and hope you are still willing to work with us
regarding the problem. When I left for work this morning, I realized the lower streets of the
Association were lined with cars of students apparently registering for the next semester and
thought it best the issue be reintroduced to your office.
We would like to avert any potential parking problems which might occur once school is back in
session and hope you can address the request for signs as quickly as possible.

Dear Mr. Gilbert:
In September, 1997, several petitions were submitted to your office from residents of the Campus Hills
Homeowners Association. Those petitions requested posting of "Parking by Permit Only" signs within
various areas of the Association. As you will probably recall, you also received numerous letters from
other homeowners protesting "Permit Only" signs.
At the November 5, 1997 City Council meeting, the Council voted to discontinue the process of posting
"Permit Only" signs in Campus Hills and, instead, turned the matter over to the Campus Hills Board of
Directors to determine if, in fact, there was a parking problem and what specific areas should be posted.
Based on the decision of the City Council, the Board has investigated the issue further and has
determined the current areas of concern are the upper and lower portions of University, Trollope Court
and Milne Circle. We have reviewed the original petitions submitted by residents of those areas and have
determined over 90% of the residents are in favor of "Permit Only" signs in those areas. Copies of the
original petitions for those specific streets and a map indicating same are enclosed for your review.
The Board of Directors is requesting your assistance in taking proper steps to have above mentioned
areas posted as soon as possible and for advising the homeowners on those streets of the steps they will
need to take to obtain proper permits for parking in those areas. No other areas of concern regarding
parking are noted at this time.
If you have any questions regarding this request, or need additional information, please contact me at

Exhibit 2: Meeting With the College
On Thursday evening, September 25, 1997, a meeting was held at
Moorpark College to discuss the off - campus student parking
problem. Those present included representatives from the
College administration, the residents, the Police Department and
Public Works staff. A summary of some of the points made is as
follows:
1. There are 12,500 students enrolled, plus 600 faculty.
2. The College anticipates an enrollment of 15,000 within the
next few years.
3. Although the number of students attending at any one time is
unknown, it is estimated that the number could be 5,000 to
6,000 students at the peak enrollment period at the beginning
of each Semester.
4. Currently there are only 3,500 parking spaces. In order to
park in these spaces one must purchase a Parking Permit from
the College at a cost of $30.00 per semester.
5. There is "free" parking in the dirt lot at the south end of
the Campus. It was mentioned that even at the beginning of
the School year when the parking problem in the adjacent
residential neighborhood is the worst, this dirt lot is under
utilized. It is assumed that parking in this dirt lot is not
convenient for the students.
6. The College has plans to construct more paved parking areas
within the next year. It was noted, however, that the
College has very limited funds for the construction of
parking lots, and that the College does not foresee the time
when there will be as many parking spaces as there are
students during peak enrolment.
7. It was the view of the College Administration that any off -
campus parking problems were of short duration at the
beginning of each semester. This view was not shared by the
residents. The residents see this as a chronic problem
creating traffic congestion, cluttered streets, elimination
of street parking for local residents, litter and speeding.
8. The College requested that consideration be given to allowing
parking on Collins Drive -- at least during peak enrollment
periods.

Exhibit 3: Petitions
By separate Memo the City Council was provided copies of certain
materials given to City staff by representatives of the area
residents at the September 25th meeting at the College. Those
materials included a number of Petitions which are briefly
discussed and summarized as follows:
1. HOA: No Petition was received from the Campus Hills
Homeowners Association.
2. Jacobs: The petition organized by Ms. Jacobs only requests
that the ONE HOUR Parking Restriction (Permits Exempt) be
extended to certain streets to the west. This Petition does
not conform to the format developed by City staff which
explains the process required to obtain a City parking
permit. Also no signatures were received from any of the
residents of Borges Drive. Because of these ambiguities, it
may be desirable to send a letter to the owners and residents
affected prior to taking action.
3. Bronson: The petition organized by Ms. Bronson used the City
format but revised it to read: "Resident Parking Only -- No
Students." Posting of such signs would not be consistent
with the requirements of the California Vehicle Code and
would be difficult to impossible to enforce. However, this
wording could be interpreted to be in support of signs
stating: "NO PARKING -- CITY PERMITS EXEMPT" (with permits to
be issued only to residents). Here too it is suggested that
a clarifying letter be sent to the owners and residents
affected, prior to taking action.
4. Ayoub: The petition organized by Mr. Ayoub requests that the
parking restriction be changed to read "NO PARKING EXCEPT BY
PERMIT." This petition did not have signatures from a
majority of the area residents. For this reason it is
suggested that this area also receive a letter explaining the
parking prohibitions to be considered.

RESOLUTION NO. 98 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AMENDING RESOLUTION NO.
90 -634 BY ESTABLISHING A "NO PARKING -- CITY
PERMITS EXEMPT" ZONE UPON CERTAIN STREETS IN THE
VICINITY OF MOORPARK COLLEGE [MILNE COURT,
TROLLOPE COURT AND A PORTION OF UNIVERSITY
DRIVE]
WHEREAS, Section 22507 of the California Vehicle Code (CVC)
authorizes the City to restrict and /or prohibit parking, between
certain hours and /or days, upon portions of designated streets,
to all vehicles except those vehicles displaying a permit
exempting said vehicles from the provisions of the parking
restriction and /or prohibition; and,
WHEREAS, pursuant to said provisions, the City Council
adopted Resolution 90 -634 designated certain streets in the
vicinity of Moorpark College as being within a "PARKING IN EXCESS
OF ONE HOUR BY PERMIT ONLY" zone; and,
WHEREAS, said resolution also provided that:
• said one hour parking restriction shall be in effect between
the hours of 8:00 a.m. and 8:00 p.m. Monday through Friday;
• said parking restriction shall not apply to vehicles
displaying a permit issued by the City;
• such permits shall only be issued to the owner or resident of
a property fronting the "Permit Only" parking zone; and,
• signs shall be installed and maintained giving notice of said
parking restrictions; and,
WHEREAS, the City Council has determined that it is
necessary to revise those parking restrictions by designating
some of the streets listed in Resolution No. 90 -634 to be in a
"No Parking -- City Permit Exempt" zone.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. Section 1 of Resolution No. 90 -634 is hereby
deleted and a new Section 1 is hereby adopted to read as follows:
"Section 1.
A. That "NO PARKING --
hereby established on
Exhibit 'A', attached
listed as follows:
1. Trollope Court;
2. Milne Court;
3. University Drive
Drive; and,
4. University DrivE
Drive.

hereto and made a part hereof, and

zones are hereby established on the street segments
identified on Exhibit 'A', attached hereto and made a
part hereof, and listed as follows:
1. Borges Court;
2. Freshman Court;
3. Sophomore Court;
4. Griffin Lane;
5. Graduate Place;
6. Swift Place; and,
7. those segments of University Drive not included in
Section 1 A herein, or not subject to the
revisions referred to in Section 3 herein."
SECTION 2. That this Resolution shall become effective upon
the replacement of the parking restriction signs on the streets
listed in Section 1 A herein, implementing the above stated
revised parking restrictions on those streets.
SECTION 3. That the City Manager shall direct the procurement
and installation of the aforesaid new signs, upon the receipt of
payment of City costs for same, as described in the staff report
on this matter received by the City Council on October 21, 1998.
SECTION 4. That all of the provisions of Resolution No. 90-
634 shall remain in full force and effect, except the provisions
of Section 1, which are superseded herein.
SECTION 5. That the provisions of Resolution No. 90 -706,
which deleted the "Permit Only" parking restrictions along that
portion of University Drive fronting the community recreation
center, shall remain in full force and effect.

Dear Sirs,
With reference to Mr. Gilbert's letter dated October 2, which shed some light to a
solution of our long time problem.
I followed this issue for so many years with the City, Moorpark college, The police
department and our homeowners association, by attending meetings, mailing flyers &
petitions but nothing works in the past, finally our homeowners and the City Hall
realized the growing problem of Moorpark college and how it is effecting our
community, directly & indirectly.
We urge you from our hearts to go ahead and approve this proposal in order save our
community.
We know very well some homeowners will fight this proposal, for example I met one
gentleman lives on Borges where no signs posted there, he claims the new NO
PARKING SIGNS will push the students to park in the upper Borges, first this is
impossible because upper Borges is far away from the college, plus if this happened, I
say for this neighbor it is about time to share with us what we went through for the last
eight years.
We are looking forward for your approval of this proposal, and hope to see the new
signs up soon.

Dear Mr. Gilbert:
We have received your letter advising us of your plans to make a change in the parking
restrictions on our street. I know of the difficulties with the student parking from
Moorpark J.C. I have had my driveway blocked by such illegal parking during the first
week of classes. I agree it is time to do something. But I do not think it would be wise to
eliminate all parking on our streets. If I have a workman come to my home to do some
repairs, I will have to ask him to park in my driveway? What if his truck leaks oil?
Another example would be an instance of planning an afternoon birthday party for one of
my children. All the guests cannot fit in my driveway. I know I can get a permit from
the city for one or two such events yearly, but I have 7 children. Twice a year is
insufficient. Perhaps giving each homeowner a few permits, as they request them, and
trusting them to use them wisely, would solve these kinds of problems. Parking
enforcement personnel would become aware of any abuse very quickly, for the neighbors
would complain. I would like to see the parking problem eliminated, but not at the
expense of the, homeowners.
I hope you will share this letter at your meeting at city hall on Monday, October 19, at
11:00 a.m. I appreciate your attempts to solve our problems. Thank you.
