Reynolds Jr., Administrative DATE: October 9, 1998 (Council Meeting of October 21, 1998) SUBJECT: Consider Acceptance of the Federal COPS Small Communities Grant in the Amount of $15,000 In 1995, the City received a grant from "COPS FAST" federal program in the amount of $75,000, to be used over a two year period to increase the staffing of police officers in the field. The City used $50,000 to create a new deputy position in 1995, and $25,000 for the same position in 1996. This grant required the City to maintain this position for at least one additional year, and this was accomplished in 1997/98 at a cost to the General Fund of $96,015.96. The total program cost over three years is $278,739.96 of which the 1995 federal COPS FAST grant paid $75,000, and the General Fund paid $203,739.96. The deputy position was continued this fiscal year at an estimated cost to the General Fund of $98,896.43 (a three percent increase is estimated for 1998/99). In April, the City learned that the federal government may provide grant monies to off -set some of these costs, if a financial hardship can be shown. Staff described the position of the City's General Fund, and on September 17, was awarded $15,000 to assure that this position was continued for another year. By accepting the grant, the City acknowledges that it will endeavor to find funding this fiscal year to continue the position. Progress made by the Council's Budget and Finance Committee and the City Council has already demonstrated that a good -faith effort is being made. There is no requirement to continue this position in the event that any of the plans to replace the recent losses to the City's General Fund fail. Recommendation (roll call vote required) That the City Council adopt Resolution 98- , and authorize the City Manager to execute the forms needed to accept the COPS Small Communities Grant monies in the amount of $15,000. Attachment- Resolution 98- t)� ®221 RESOLUTION NUMBER 98 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK ACCEPTING AN AWARD OF $15,000 FROM THE FEDERALY FUNDED "COPS" SMALL COMMUNITIES GRANT PROGRAM (TO BE ACCOUNTED FOR IN FUND 100) AND BUDGETING EXPENDITURES OF THESE FUNDS FOR POLICE SERVICES WHEREAS, in 1995, the City accepted the two year COPS FAST federal grant in the amount of $75,000 ($50,000 applied in 1995, and $25,000 applied in 1996), and these funds were used to add a new deputy position to the police force; WHEREAS, a condition of the 1995 COPS FAST grant is to maintain the new deputy position for one year after the funding expires, and by continuing the non - federal funding for this position in 1997, the City satisfied this requirement; WHEREAS, the federal government realized that in 1998, (the fourth year of the new position), many jurisdictions may be forced to discontinue the funding for the new positions being hired with the 1995 monies. They responded by inviting applications for a new grant, equal to 20 percent of the original grant ($15,000), to continue the funding of these positions; and WHEREAS, on May 6, 1998, the City submitted an application to compete for the COPS Small Communities Grant Program, expressing needs related to the recent new burdens placed upon the City's general fund as result of changing state laws; and WHEREAS, on September 17, 1998, the federal government notified the City of its acceptance of the May 6 application, offering the City $15,000 for the purpose of continuing funding for the new deputy position added in 1995, with completed forms due within 45 days of that date; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES RESOLVE AS FOLLOWS: Accept $15,000 from the federal government from the COPS Small Community Grant Program, to be credited to the General Fund in Exhibit "A "; and In recognition of the receipt of said monies, the City shall budget expenses required to continue the police services provided by the deputy position added in 1995, as shown in Exhibit "A." ocezzz PASSED, APPROVED AND ADOPTED this day of October, 1998.
