SUBJECT: Consider Authorization to Advertise for Bids for the
Construction of Phase 2 Alley Improvements
EXECUTIVE SUbMRY
This report requests authorization to advertise for receipt of bids
for the subject project.
DISCUSSION
A. Background
Last March the City Council approved the Notice of Completion
for a project to construct improvements to Maureen Lane, Bonnie
View Street and the downtown alleys. Included in that report
was information regarding the need to construct additional
improvements along the edges of the alleys reconstructed by
that project. That report stated that efforts to negotiate a
Change Order to the original contract to add the additional
work, had failed and that it would be necessary to have this
work done under a separate contract.
B. Scope of Work
The scope of the Phase 2 improvements consists of the
construction of additional improvements at the edges of the
newly reconstructed alley pavement. The improvements to be
constructed under this contract are described on the diagrams
attached as Exhibit 1.

C. Drivewav Reconstruction
In addition to the above described improvements, the project
also includes the reconstruction of a portion of the existing
driveway located on the west side of the alley just north of
Second Street, serving the property at 432 Moorpark Avenue.
These improvements are required in order to provide positive
drainage from the property to the new alley improvements. The
owner of the property is in concurrence with this solution and
has granted the City a Right -of -Entry permit to make these
changes.
D. Fiscal Impact
1. Prior Project Costs: The total cost for the Alley
improvements already constructed is $196,000.

3. Budget Adjustment: This project
is funded by the
Moorpark
Redevelopment Agency. Based

Budget be deferred until the award of contract.

E. Plans and Specifications
A set of the plans and specifications for this project has been
placed in the City Council office for review and comment.
F. Schedule
It is anticipated that the bids will be presented to the City
Council for award of contract in November, with construction to
start in December or January.

RECOMMMATION
Staff recommends that City Council approve the plans and
specifications for the subject project and authorize staff to
advertise for receipt of bids.
