SUBJECT: Consider Resolution No. 98- , authorizing the City's FY 1998/99
Transportation Development Act claim.
BACKGROUND
Each year the City Council is asked to approve a resolution authorizing the City Manager to submit
a claim for the City's Transportation Development Act (TDA) funds. The City is required to file this
claim annually in order to receive the funds. TDA revenue is generated from a' /4¢ sales tax that must
first be spent on transit projects. After meeting any "unmet transit needs that could be reasonably be
met using TDA funds," the remaining local TDA funds may be used for streets and road improvement
related projects.
The funds are apportioned to the ten Cities and the County using a formula based on population. In
recent years, the local Metrolink contribution was apportioned by a formula that also considered
station proximity. The Metrolink apportionment is now also based solely on population. This
changed after the successful appeal by the City of Moorpark and the City of Simi Valley overturned
a controversial amendment in the Metrolink formula.
The City's estimated FY 1998/99 TDA allocation is $653,201. These funds are included in the City's
1998/99 adopted budget, except for the additional $13,898 the City of Moorpark will receive as a
result of the Metrolink formula appeal. Staff will prepare a budget amendment request for
consideration at an upcoming Council meeting for that revenue adjustment, as well as for the bike
rack and bus enhancement expenditures included in this claim.
If approved, the bike racks will be placed on the front of the bus and at City Hall. The bus
enhancements are for features not included in the original specifications such as a stop pull cord and
bell, bike rack, and communications radios.

for the City of Moorpark, authorizing the City Manager to sign the claim for submittal to the Ventura
County Transportation Commission.

RESOLUTION NO. 98-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AUTHORIZING THE FILING OF A
CLAIM FOR FISCAL YEAR 1998/99 TRANSPORTATION
DEVELOPMENT ACT FUNDS
WHEREAS, the Transportation Development Act (TDA), as amended (Public
Utilities Code Section 99200 et seq.), provides for the allocation of funds from the Local
Transportation Fund and the State Transit Assistance Fund, for use by eligible claimants
for various transportation purposes; and
WHEREAS, pursuant to the provisions of the TDA, as amended, and pursuant to
the applicable rules and regulations thereunder (Cal. Code of Regulations Sections 6600
et seq.), a prospective claimant wishing to receive an allocation from the Local
Transportation Fund or the State Transit Assistance Fund shall file its claim with the
Ventura County Transportation Commission; and
WHEREAS, the City has a need for these funds for both transit and street
purposes in 1998/99; and
WHEREAS, the City is eligible for an estimated amount of $653,201 in
Transportation Development Act Funds, Article 8 monies for Fiscal Year 1998/99;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF MOORPARK, that the City Manager and or his designee is authorized to
execute and file the City's 1998/99 TDA Claim in the amount of $653,201, broken down
as follows:
$450,172 — Local Transportation Funds
Article 8a (Streets and Roads)
2. $203,029 — Local Transportation Funds
Article 8c (Transit)
BE IT FURTHER RESOLVED THAT a copy of this resolution be transmitted to
the Ventura County Transportation Commission.
