SUBJECT: Consider Approval of the Conceptual Design for Spring
Road between New Los Angeles Avenue and High Street.
EXECUTIVE SUMMARY
This presents for approval the proposed conceptual design for the
subject street segment.
DISCUSSION
A. Proposed Development
The City is in receipt of a proposal for the development of
property which fronts a portion of the subject street segment.
It is, therefore, necessary and appropriate to either confirm
the existing right -of -way and street cross section to be the
design standard for this street segment, or approve a revised
design standard deemed necessary to provide for the ultimate
street improvements to be required for this street segment.
B. Existinq Dimensions
As shown on the diagram attached as Exhibit 1, the existing
dimensions of the subject street segment are as follows:
• Right -of -way: 80'
• Curb -to -Curb Dimension: 64'
C. Proposed Revised Standard
1. Conceptual Design: The recommended design concept for this
street segment, as shown on Exhibit 1, is summarized as
follows:
• one 14' wide center median;
• two 12' travel lanes in each direction (total: 4);
• two 6' wide Bike lanes in each direction; and,
• two ten feet wide sidewalks / parkways.

2. Dimensions: The recommended design standard for the subject
street segment, as depicted on Exhibit 1, is summarized as
follows:
• Right -of -way: 94'
• Curb -to -Curb Dimension: 74'
D. Committee Review
Last May the Transportation and Streets Committee reviewed this
conceptual design. A copy of the report provided to the
Committee is attached as Exhibit 2. The purpose of the Committee
review was merely to ascertain if the subject conceptual design
adversely impacted any of the already developed properties
fronting the street. The Committee determined that there were no
adverse impacts to developed properties. The Committee was not
asked to recommend City Council approval of the design.
RE COIrIlr1ENDAT IONS
Staff recommends that the City Council approve the proposed street
design for Spring Road between New Los Angeles Avenue and High
Street, as set forth in this report.

Street Widening: Attached is a diagram showing the impact of
constructing street widening to the east side of Spring Road
between New Los Angeles Avenue and High Street, to widen the street
to 94':

Impact to Private Properties: The existing curb -to -curb dimension
is 64'. Moving the east curb 10' to the east to provide the
required 74' curb -to -curb dimension, will have some impact upon the
existing properties. However, the preliminary design indicates
that no parking would be lost. The major impact would be to the
"water elements" at the Condo sites.
Northerly Extension of Spring Road: Also, illustrated on this
diagram is the impact of shifting the center line at the northerly
end approximately 451. This realignment would be required in the
event of the following:
• Spring Road is extended to the north;
•
the* extension would be required to be 94' wide as shown
above; and,
• the electrical transmission poles on the east side of the
street north of Charles Street were to be left in place.
Relocation of the poles would only result in a slightly lesser
shift to the west due to the location of the property lines for the
Condo Development at the northeast corner.
