Community Services Department MEMORANDUM TO: The Honorable City Council FROM: John Brand, Senior Management Analyst DATE: October 23, 1998 (CC meeting of November 4, 1998) SUBJECT: Consider Resolution 98- " a resolution of the City Council of the City of Moorpark, amending the Fiscal Year 1998/99 budget by recognizing the anticipated receipt of additional state Transportation Development Act (TDA) funds and appropriating $11,000 of the TDA Article 8 (c) funds for bus enhancements and bike racks. BACKGROUND At budget time each year the City estimates the amount of Transportation Development Act (TDA) revenue that will be available for the City. The exact amount available is determined later by the state and VCTC, the Ventura County Transportation Commission. TDA funds are generated from a' /4¢ sales tax, and allocated state wide on a per capita basis. Transportation agencies such as VCTC have statutory authority to deduct certain amounts for specified purposes before distribution to local agencies. The funds are used for transportation purposes under a hierarchy that prioritizes mass transit first, with remaining amounts made available for streets and road improvement related projects. This year the actual amount of TDA revenue is greater than anticipated due to an improved economy, and a beneficial change in the way VCTC apportions Metrolink costs. As a result, there is an additional $102,572 in TDA available this fiscal year, for a total of $653,201. The Council approved a TDA claim for the entire $653,201 at the October 21, 1998 meeting. This resolution recognizes the increase in state Transportation Development Act (TDA) fund available to the City this year, and amends the City budgeted revenue appropriately. It also appropriates a portion of that additional revenue, $11,000 for certain transit - related expenditures. If approved, the bike racks will be placed on the front of the bus and at City Hall. The bus enhancements are for features not included in the original specifications such as a stop pull cord and bell, sound reduction improvements on the bus, and communications radios. 0Q ®45Z TDA Revenue Recognition CC Meeting of November 4, 1998 Page 2 RECOMMENDATION (Roll Call Vote) Adopt Resolution No. 98- , amending the Fiscal Year 1998/99 budget by recognizing the anticipated receipt of additional state Transportation Development Act (TDA) funds and appropriating $11,000 of the TDA Article 8 (c) funds for bus enhancements and bike racks 000453 RESOLUTION NO. 98- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR 1998/99 BUDGET BY RECOGNIZING THE ANTICIPATED RECEIPT OF ADDITIONAL STATE TRANSPORTATION DEVELOPMENT ACT (TDA) FUNDS AND APPROPRIATING $11,000 OF THE TDA ARTICLE 8 (C) FUNDS FOR BUS ENHANCEMENTS AND BIKE RACKS. WHEREAS, on June 17, 1998, the City Council adopted the Budget for Fiscal year 1998/99; and WHEREAS, on October 21, 1998 staff presented the Council with a report on additional Transportation Development Act (TDA) funds available for the City to claim this year; and WHEREAS, on October 21, 1998, the City Council adopted Resolution Number 98 -1534, authorizing the filing of a claim for Fiscal Year 1998/99 Transportation Development Act funds; and WHEREAS, on November 4, 1998, staff presented the Council with a report requesting the appropriation of $11,000 from the TDA Article 8 (c) (Transit Fund 204) to the Transit Special Department Supplies object account for bus enhancements and bike racks; and WHEREAS, Exhibit "A" hereof describes said budget amendment and its resultant impacts to the budget line items; NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES RESOLVE AS FOLLOWS: A budget amendment as more particularly described in Exhibit "A" attached hereto is hereby approved.
