Nowak, Assistant City Manager November 6, 1998 (CC Meeting of 11/18/98) SUBJECT: CONSIDER RESOLUTION NO. 98- APPROVING THE CITY'S SUPPORT OF DESIGNATING THE ECONOMIC DEVELOPMENT COLLABORATIVE - VENTURA COUNTY AS THE COUNTYWIDE FILM LIAISON SERVING VENTURA COUNTY. BACKGROUND: The California Film Commission was established by the State to promote filming in the State. It partners with local jurisdictions to assist with matters related with filming and production. The Economic Development Collaborative - Ventura County is seeking designation as Ventura County's countywide film liaison by the California Film Commission. In this role it will serve as a clearinghouse for production companies and help direct filming leads to participating local jurisdictions. DISCUSSION: The Economic Development Collaborative - Ventura County (EDC -VC) has asked the City of Moorpark to join in its effort to be named a Film Liaison by the California Film Commission. As an economic development organization, the EDC -VC is in a position to assist local jurisdictions in attracting filming and production to their cities with resultant economic benefits. By joining other cities in this program Moorpark would benefit from having a centralized point for inquiries, coordination between jurisdictions, and information programs offered by EDC -VC. As part of the participation in the film liaison program, the City's policies for filming and its film permit will be reviewed by the California Film Commission on an advisory basis only. STAFF RECO MMENDATION: Staff recommends that the City Council adopt Resolution No. 98- approving the City's support of designating the Economic Development Collaborative - Ventura County as the Countywide Film Liaison serving Ventura County. Attached: Resolution No. 98- 0002,98 I RESOLUTION NO. 98- A RESOLUTION OF THE CITY OF MOORPARK, CALIFORNIA, APPROVING THE CITY'S SUPPORT OF DESIGNATING THE ECONOMIC DEVELOPMENT COLLABORATIVE - VENTURA COUNTY AS THE COUNTYWIDE FILM LIAISON SERVING VENTURA COUNTY. WHEREAS, film and multimedia industries contribute to the economy of California and provide employment and economic benefits with Ventura County; and WHEREAS, the California Film Commission has been established by the State of California to promote and facilitate filming and production throughout California in collaboration with local jurisdictions and to provide assistance to local jurisdictions in the development of strategies and programs related to filming and production; and WHEREAS, the Economic Development Collaborative - Ventura County (EDC -VC) is a regional public /private partnership formed by and between the County of Ventura and the incorporated cities of Ventura County in collaboration with business and industry representatives to develop and implement strategies for countywide economic development; and WHEREAS, the EDC -VC is seeking to be designated as the countywide film liaison through which the EDC -VC will undertake activities in support of its member jurisdictions regarding filming in Ventura County and serve as the countywide liaison to the California Film Commission; and WHEREAS, the participation of individual member jurisdictions in this activity will be voluntary and the funding of specific programs and activities will be provided by those jurisdictions and members of the EDV -VC who elect to participate. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESEOLVE AS FOLLOWS: t)nn 2 X19 V . Resolution No. 98- Page 02 SECTION 1. The City of Moorpark does support the designation of the Economic Development Collaborative - Ventura County as the Countywide Film Liaison for Ventura County by the California Film Commission.
