HomeMy WebLinkAboutAGENDA REPORT 1998 1118 CC REG ITEM 10EAGENDA REPORT CITY OF MOORPARK TO: The Honorable City Council FROM: Ken Gilbert, Director of Public Works ITEM 10 • Vp • '7 la . tad���� CITY OF MOORPARK, CALIFORNTA 11 City Council Meeting of ACTION: BY: fl�_ DATE: November 6, 1998 (Council Meeting 11- 18 -98) SUBJECT: Consider Approval of the Intent of California Community Builders (CCB) and American Stores (Lucky) to Pay an In- Lieu Fee for the Construction of a Double Left -Turn Lane for Westbound Traffic at the Intersection of Los Angeles Avenue and Tierra Rejada Road Certain conditions of approval of both the CCB project (Mountain Meadows Plan Community) and the Lucky Market Shopping Center project required those developers to construct improvements at the intersection of Los Angeles Avenue and Tierra Rejada Road, when and if increased traffic congestion warranted. The improvement specified in those conditions was the modification of the intersection to provide for a double left -turn lane for west -to- south moving traffic. A recent traffic study revealed that traffic volumes had, in fact, increased at this intersection in recent years and that this increase in traffic had resulted in a reduction in the Level of Service (LOS) at this intersection. The developers were then advised that the construction of the needed double left -turn lane would be required prior to the exoneration of the remaining outstanding bonds for these projects. DISCUSSION A. Request for Payment of In -Lieu Fee CCB and Lucky have requested that the cost of this project be determined and that they be allowed to pay an in -lieu fee instead managing the construction of these improvements on the State Highway. To that end CCB and Lucky have retained the services of an engineer to prepare a conceptual design and construction cost estimate for this project (See Exhibit 1). Double Left -Turn Lane Desi The attached conceptual designs provide for a three hundred feet (3001) long double left -turn lane for west -to -south traffic. Two conceptual designs have been prepared -- one for the existing striping in the vicinity of Beltramo Road, and one showing the striping lay -out subsequent to the construction of full improvements east of Beltramo Road. The Public Works Director and Engineering staff have reviewed these conceptual designs and have concluded that they can be implemented without the need to acquire any additional street right -of -way or construct any major modifications to the existing traffic signal. C. Change to Los Angeles Avenue Design Standard In order to approve these conceptual design, the City Council would have to revise the design standard for the ultimate improvements to Los Angeles Avenue. As you may recall, the design standard for Los Angeles Avenue calls for three travel lanes in each direction. The attached conceptual designs provide for only two eastbound lanes immediately east of the intersection, with the third eastbound lane starting just east of the proposed double left -turn lanes. In the recommendations set forth below, the City Council is asked to revise the approved design standard for this segment Los Angeles Avenue to accommodate the attached designs. It should be noted that it would not be possible to extend the three eastbound lanes any further west without removing the double left -turn lanes or undertaking a major project to acquire additional street right - of -way and reconstruct existing street improvements. D. Constraints West of the Intersection The attached designs had to take into account a number of exiting conditions and constraints. One of the existing conditions which most affected the design, was the existing right -of -way and improvements on the north side of Los Angeles Avenue west of the intersection, at the Southern California Edison facility. The location of those improvements make it difficult and very expensive to shift the striping any further to the north. These constraints pose a significant obstacle to the implementation of the six -lane design west of the intersection. It should be noted that the City's Circulation Element designates Los Angeles Avenue to be a six -lane highway all the way to Grimes Canyon Road. Compatibility With Conditions West of the Intersection Although not compatible with the requirements of the Circulation Element, the attached design concepts (Exhibit 1) are compatible with the existing improvements. The conceptual plan retains two lanes in each direction, plus an eastbound left -turn lane. As mentioned above, it is not possible to add any more travel lanes along this street segment without acquiring additional street right -of -way and reconstructing the street improvements. It should also be noted that any widening to the north side of the street west of the intersection could affect the existing facilities of the electrical sub- station. F. In -Lieu Fee Amount Prior to determining the amount of the in -lieu fee it will be necessary to seek and obtain Caltrans approval of the conceptual design for this project. Upon receipt of conceptual approval by Caltrans, the final plans and specifications can be prepared by the developer, or by the City at the developers' expense. It is the view of staff that, upon completion of the design, it will be possible to determine the amount of an in -lieu payment deemed to be sufficient to fully fund all City costs for undertaking and completing this project. Said fee will be equal to an estimate of the cost for all construction, construction contingency, inspection, contract administration and administration /overhead. The fee would also include design costs if the City were to take over the development of the project design. Upon payment of said fee, staff will be able to recommend exoneration of the remaining outstanding bonds for these two projects. RECOMMENDATION Staff recommends that the City Council take the following actions: 1. Approve a change to the design standard for Los Angeles Avenue to start the three eastbound lanes east of the westbound double left -turn lanes proposed to be constructed at the intersection of Los Angeles Avenue and Tierra Rejada Road. 2. Authorize the payment of an in -lieu fee, by CCB, Lucky or both, in an amount deemed to be sufficient to cover all City costs for the City to undertake and construct the proposed double left - turn lanes, the amount of said fee to be approved by the City Manager subsequent to the development of a more accurate cost estimate in the manner described in this report.
