BACKGROUND
The City Council is being asked to adopt a resolution that
authorizes staff to submit a grant application to the
Ventura County Area Agency on Aging ( VCAAA) requesting
monies for the construction of the breezeway enclosure as a
part of the Senior Center Expansion Project. This
resolution (Attachment A), authorizing the grant
application and indicating the designated signatory by
name, is a required component of the grant application
process.
Previously, the City Council authorized the design of the
breezeway enclosure and identified it as a bid alternate,
pending final construction costs. As you may recall, the
scope of work for the Senior Center expansion does not
currently include the breezeway enclosure, with the
exception of the design portion of the project. As a
result, its construction cost is not included in the budget
for the project at this time.
To date there has been no commitment on the part of the
City Council to construct the breezeway enclosure, and the
submittal of the VCAAA grant application will not obligate
its construction. If the City is awarded the funds and the
Council later decides not to proceed with the construction
of the breezeway enclosure, the grant award can be
declined. However, if Council decides to include the
construction of the breezeway enclosure at the time it is
asked to approve the construction contract for the project,
these grant funds will assist with some or all of the cost.
The grant application packet is attached for your review
(Attachment B).

That City Council Adopt Resolution No. 98- Authorizing a

A RESOLUTION OF THE CITY OF COUNCIL OF THE
CITY OF MOORPARK, CALIFORNIA AUTHORIZING A
GRANT APPLICATION REQUESTING MONIES FROM THE
VENTURA COUNTY AREA AGENCY ON AGING (VCAAA)
FOR PARTIAL FUNDING OF THE SENIOR CENTER
EXPANSION PROJECT.
WHEREAS, the City Council is dedicated to the support of
quality programs for older Americans in the City of Moorpark;
and
WHEREAS, the participation in Moorpark Senior Center
programs continues to grow and has outpaced the capacity of the
current facility; and
WHEREAS, At the City Council Meeting of July 1, 1998, the
City Council approved the conceptual design of the Senior Center
expansion and directed staff to complete design plans,
construction specifications and bid documents for this project;
and
WHEREAS, funds to complete the essential patio enclosure
portion of the Senior Citizen Center expansion project are
available on a one time basis in the form of a grant through the
Ventura County Area Agency on Aging;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA DOES RESOLVE AS FOLLOWS:
SECTION 1: The City Council hereby approves and authorizes
the grant application through the Ventura County Area Agency on
Aging to secure funds for the patio enclosure portion of the
Senior Center expansion project. Further, the City Council
hereby authorizes Steven Kueny, City Manager to serve as
signatory for the City Council on all matters related to the
administration of this grant.

construction of this project prior to June 30, 1999 as
stipulated in the terms of the grant contract.
SECTION 3: The City Clerk shall certify to the adoption of

The City of Moorpark is pleased to submit an application for Title III grant funding in the Capital
Expenditure /One -Time -Only category. Our application reflects a severe need to expand the Moorpark
Senior Center so we can better serve our ever - growing clientele, specifically our at -risk senior populations.
The proposed project consists of enclosing an existing patio to provide for a lobby /reception area separated
from the general activity area. The enclosure will also provide much needed facilities for private and
confidential referrals, one -on -one counseling and health screenings. This expansion project is crucial to
our ability to expand and improve services to area seniors.
To facilitate the decision - making process for your board, the City has provided a tiered approach to the
proposal. While complete funding of the project is desirable, we understand that this is not always possible.
Therefore, we have attempted to provide contingency levels in the event complete funding is not available
for this project. These priority levels offer funding options at 100 %, 65% and 42 %.
The enclosed grant application includes
• The completed application narrative
• Prioritized project budget
• Appropriately signed forms 441, STD 19, STD 21 and CDA 217
• A copy of Resolution 98 -- approving the grant and authorizing Steve Kueny, City Manager as
the signatory (agendized for approval on November 18, 1998)
• Photocopies of the City's property and liability insurance certificates.

A. Briefly, describe how this equipment and /or support will be obtained and utilized in
the context of your overall programming effort.
THE NEED: The City of Moorpark Senior Center is a multi - purpose Center that serves a
multitude of needs throughout the community. Programs include everything from
booming social functions to instructive lectures to private and confidential screenings and
consultations. Unfortunately, the current facility is severely limited in space and
practicality. The programs offered and the high demands of the senior constituency have
far outpaced the facility parameters. For example, in 1992 an average of 36 seniors
attended the monthly Birthday Lunch. By 1996, these events reached their maximum
capacity of 122. This reflects a participation increase of 70% in one program alone. In
1992 the Moorpark Senior Center served an average of 100 clients per month. In
September of 1998, the total number of seniors served was 2,495. Additionally, the
monthly Newsletter mailing list has grown to 1,300 seniors.
As the senior participation rate and programs offered have grown, so have the conflicts of
limited space and conflicting programs. To keep up with these demands, staff often plans
a number of concurrent programs, creating extra rooms using portable panels or partitions
to provide the maximum number of services in the space available. The main
multipurpose room also serves as a reception and lobby area so programs and
presentations compete with phone conversations and communications with and among
participants. Additionally, there are no private rooms available for confidential social
services, private consultations or health screenings.
THE PLAN: As a result of these constraints, the City of Moorpark has been planning an
expansion of the Senior Center. Staff has secured an architect, and conceptual plans have
been completed. The expansion includes the addition of one large activity room, some
ADA modifications, the existing restrooms and door hardware, and the enclosure of an
outdoor covered patio area. The enclosure of the covered patio reflects a critical response
to the concerns noted above, as this area will include private meeting/consultation rooms
and a lobby /reception area separate from the main multipurpose room.
The City has appropriated monies for the design and construction of the Senior Center
Expansion Project, but it has been determined that an additional $61,000 is needed to
complete the entire proposed project. Without the $61,000, the enclosure of the patio area
will not be undertaken. The City has developed a prioritized request relative to the Title
III monies offered through this grant. Priority 1 is the preferred option. In the event of
partial funding for this project, staff is prepared to locate and identify funds to make up
the balance. These sources may include the Senior Center Trust Fund, CDBG funds or
the City's general fund.

B. Briefly, explain how the purchase and /or support will serve to benefit senior citizens
and focus on low income, socially needy, and minority older persons.
The proposed patio enclosure will be an important addition to Moorpark's ability to serve
low income, socially needy, and minority senior citizens, specifically in matters that are
sensitive and require confidentiality in their handling. The enclosure will include a
private meeting room, which will be used for referral activities, one -on -one counseling
and health screenings. These are services most often required by at risk seniors and by
providing a private meeting area, the City can offer these essential services while
maintaining the privacy and dignity of the clients.
C. Please specifically state the (1) population you will serve; (2) how the need for the
capital expenditure /support was determined; and (3) if any senior advisory input
was used to determine the need.
(1) Population: The Moorpark Senior center serves low income, socially needy, minority
and other seniors aged 60 and older.
(2) Need Determination: The need for this expansion is expressed through an
overwhelming participation in Moorpark Senior Center programs and demands for
additional services that outpace the current capacity of the facility.
(3) Senior Advisory Input: The pursuit of monies to complete this long- needed
expansion project was driven by requests from the Moorpark Senior Advisory
Council. For over a year, this council has studied and analyzed the needs and the
options presented relative to this project. The Council as well as the current clients
have been active in making recommendations to City Council, staff and the architect
drafting the expansion plans. This project is supported at a grass -roots level.
D. Briefly, explain how this purchase will be maintained and operated for the next
three -year period.
Currently the City of Moorpark provides maintenance, clerical and administrative staff
for the Senior Center through a variety of funding sources including Title V grants and
the City's General Fund. The City anticipates that the expanded Senior Center will
continue to be maintained and staffed through current avenues.

ASSURANCE OF COMPLIANCE WITH THE
DEPARTMENT OF HEALTH, EDUCATION, AND WELFARE REGULATIONS
UNDER TITLE VI OF THE CIVIL RIGHTS ACT OF 1964
The City of Moorpark (Type or Print Grantee)
(hereinafter called the "Subgrantee ") HEREBY AGREES THAT it will comply with Title VI of
the Civil Rights Act of 1964 (P.L. 88 -352) and all requirements imposed by or pursuant to the
Regulation of the Department of Health, Education, and Welfare (45CFR Part 80) issued
pursuant to that title, to the end that, in accordance with Title VI of that Act and the Regulation,

THIS ASSURANCE is given in consideration of and for the purpose of obtaining any and all
federal grants, loans, contracts, property, discounts or other federal financial assistance extended
after the date hereof to the Subgrantee by the Grantor, including installment payments after such
date on account of applications for federal financial assistance which were approved before such
date. The Subgrantee recognizes and agrees that such federal financial assistance will be
extended in reliance on the representations and agreements made in this assurance, and that the
Grantor or the United States or both shall have the right to seek judicial enforcement of this
assurance. This assurance is binding on the Subgrantee, its successors, transferees, and
assignees, and the person or persons whose signatures appear below are authorized to sign this

During the performance of this contract, the recipient, contractor and is subcontractors
shall not deny the contract's benefits to any person on the basis of religion, color, ethnic
group identification, sex, age, physical or mental disability, nor shall they discriminate
