Reynolds Jr., Administrative Services Manager November 10, 1998, (December 2, 1998, City Council Meeting) Consider Revisions to the Land Use Development Fee Rate Pursuant to Government Code 66016, staff is returning to the Council in an advertised public meeting, to consider revisions to the current land use development fee rate. The Government Code requires a sixty -day waiting period, making these fee changes and any other related changes. If acted on at the December 2 meeting, the revised fees will be applied starting February 2, 1999. As reported to the Council November 18, 1998, staff recommends the Land Use Development Fee cost per hour for Community Development be adjusted from $86 per hour to $88 per hour. The cost of the new Planning Technician position in the Planning Division, was significantly offset by the spreading of cost affiliated with some management positions to other tasks. This is the first increase in two years. The other two cost recovery plans attributable to Code Enforcement and Administrative Services also changed. Code Enforcement costs increased by 17 dollars per hour for a rate of $82, and the Administrative Services cost per hour increase from $81 to $90 per hour. Typically, staff will introduce any perceived need to change the fee schedule during the annual public meeting. This would include the need for new fee types, adjusted 000431 deposit amounts, or changes to how a fee is calculated. Staff is deferring this effort to the scope of work within the Indirect Cost Study. No changes of this nature are being requested this year, but will most likely be part of this study and be revisited in the spring of 1999. Recommendation That the City Council Adopt Resolution 98- the Community Development staff rate per hour Code Enforcement rate per hour at $82, Administrative Services rate per hour at rescinding Resolution No. 97 -1405. Attachment: Resolution Number 98- establishing at $88, the and the $90, and 00043 RESOLUTION NO. 98 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, ESTABLISHING SCHEDULE OF LAND USE DEVELOPMENT PRELIMINARY PROCESSING FEE DEPOSITS AND RESCINDING RESOLUTION 97 -1405. WHEREAS, the City of Moorpark provides land use development planning services; and WHEREAS, the cost of this service will be offset by fees which accompany land use entitlement requests; and WHEREAS, the Community Development Department staff costs are charged against fees, based on real time cost accounting; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, DOES RESOLVE AS FOLLOWS: SECTION 1_. That the Community Development staff -- - - - - -- -- - - - - -- - ----- - - - - -- shall bill actual time spent on land use applications at a real time cost accounting rate of $88.00 per hour. SECTION 2. Contract Services shall be billed at cost, plus fifteen percent (15 %), including but not limited to the City Engineer except where otherwise specified, City Attorney, Geotechnical /Geological services, and Landscape Architect reviews and inspection. SECTION 3. That the Community Development Code Enforcement staff shall bill actual time spent on land use applications and other items eligible for cost recovery at a real time cost accounting rate of $82.00 per hour. SECTION 4. That the Administrative Services staff ......... .... . . .. ............. shall bill actual time spent on land use applications and other items eligible for cost recovery at a real time cost accounting rate of $90.00 per hour. That the schedule of Land Development --------------------------------- Preliminary Processing Fee Deposits shall be as identified as those revised fees shown in Exhibit "A" to this Resolution. SECTION 7. That this Resolution shall become - -- ----- - ---- ------ ----- -- - - - - -- - ---. effective sixty days (60) following the public meeting held December 2, 1998, pursuant to Government Code 66016, (February 2, 1998), implementing those changes to the fees described herein and presented in Exhibit "A."
