SUBJECT: CONSIDER THE AUTHORIZATION OF SALE OF CERTAIN
CITY OWNED PROPERTY TO THE MOORPARK REDEVELOPMENT
AGENCY
BACKGROUND: The City of Moorpark purchased three (3)
parcels located between Los Angeles Avenue and the Arroyo
Simi in tax default sales. The property has the potential
of assisting projects benefiting projects with affordable
housing. The sale of the parcels to the Redevelopment
Agency housing program will permit the Agency to work with
affordable housing development.
DISCUSSION: In 1992 and 1995 the City purchased two
parcels of land - APN 506 -0- 020 -490 and APN 506 -0- 020 -500,
which extend from New Los Angeles Avenue to the Arroyo
Simi. The two parcels are 1.35 acres combined and cost
$1,941 at a tax sale. In 1992 the City also purchased a
parcel (APN 506 -0- 020 -525 which is located close to the
Arroyo. The parcel is 1.34 acres and cost $30,000.
Properties adjoining these parcels are planned for
residential developments which include affordable housing.
The Moorpark Redevelopment Agency has a charge to assist
with affordable housing in the community. Purchase of land
to be used to assist with such development is an
appropriate use of the housing funds available from the
1994 bond issue. With the Agency's ownership of the
parcels, it can work with the developers to assure projects
with affordable housing units and to maintain the

properties pending development. Kaufman & Broad has
approached the City regarding the purchase of the two
easterly parcels to be used in conjunction with its
residential project. If the sale is approved, the purchase
discussion will take place with the Agency. Based on the
size and potential use of the three parcels, a total sale
price of $45,000 is proposed.
STAFF RECOMMENDATION: That the City Council approve the
sale of three (3) parcels of land, identified as APN's 506-
0- 020 -490, 506 -0- 020 -500 and 506 -0- 020 -525 to the Moorpark
Redevelopment Agency in the amount of $45,000. (ROLL CALL
VOTE REQUIRED).
