SUBJECT: Consideration of Traffic Signals at Maureen Lane
and Shasta Avenue at Los Angeles Avenue
BACKGROUND
The recommended conditions of development for Vesting Tentative
Tract Map No.5053 require the installation of a traffic signal at
the intersection of Shasta Avenue and Los Angeles Avenue and the
preparation of a warrant study for a signal at the intersection of
Maureen Lane and Los Angeles Avenue. Should a signal be warranted
at Maureen Lane, the developer would be required to pay his fair
share of the signal.

In March 1995 City Engineering prepared a traffic signal warrant
study for the intersections of Maureen Lane at Los Angeles
Avenue. This study was based on a traffic study prepared for
the previously proposed development (Westland), 1994 Traffic
Model figures, accident history at the intersection, and an
older Mission Bell Plaza traffic study. That study indicated
that one of eleven warrants were met. Although a signal could
be installed at Maureen Lane per that warrant, it is one of the
least compelling.

Due to the changes to the circulation plan and number of units
proposed by Pacific Communities, as well as traffic volumes
along Los Angeles Avenue since the preparation of the warrant
study, City Engineering suggests that a new warrant study be
prepared at this time.
In addition to Maureen Lane, the Shasta Avenue /LA Avenue
intersection will receive the greatest impact from the project
traffic. Because both intersections are on a state route,
warrant studies will need to be prepared and signals approved by
Caltrans for each prior to installation.
Proximity of the Tierra Rejada Road, Maureen Lane, Shasta
Avenue, and Liberty Bell Road traffic signals
Maureen Lane is approximately 1,500 feet east of Tierra Rejada
Road(signalized intersection) and 1,300 feet east of Shasta
Avenue. Shasta Avenue is approximately 900 feet west of Liberty
Bell Road(signalized intersection). An Exhibit has been attached
for reference. City Engineering reviewed Caltrans' design
manuals and contacted Caltrans representatives regarding the
minimum allowable distance between signalized intersections on
state routes. Caltrans has no such policy or standard. Assuming
warrants are met and no adverse traffic delays are created
traffic signals can be installed at both of these intersections.
RECOMMENDATION
Direct staff to prepare warrant studies for both Maureen lane and
the proposed 4 -way Shasta Avenue intersections (the Los Angeles
Avenue Area of Contribution to pay 1/2 of the cost of the studies
and the developer to pay the other 1/2).
